The Opportunity

WSDOT is currently seeking a licensed, professional engineering candidate for the Intelligent Transportation Systems Operations Engineer Lead (Transportation Engineer 5) to oversee the Northwest Region's Transportation Management Center (TMC). This role involves leading a world-class operations team comprised of diverse technical teams that perform freeway operations, tunnel systems, and Intelligent Transportation Systems (ITS). The position requires advanced engineering expertise to ensure safe and efficient traffic flow and emergency response. Additionally, this role includes coordinating with local agencies in advancing technologies and procedures, acting as a subject matter expert, and having an active role for ITS and tunnels systems on design-build projects, including the various Connecting Washington projects, SR 520 Westside connection, SR 509 Gateway, and the I-405 Express Toll Lanes systems, and be a strong advocate for the workforce development activity to manage a $0.5 million budget for the TMC/UW internship program, promoting a respectful, inclusive work environment.

What to Expect

The work environment is dynamic and complex and can be spontaneous and fast-paced at times. During off-hours and major emergent events, the incumbent may be called back to report to work, work extended hours, or consult. Travel to and from the office for weekly off-site meetings and occasional training or to a tunnel facility during emergencies is a requirement for this role. Travel is a regular part of the job.

Among the varied range of responsibilities held within this role, the ITS Operations Engineer Lead will:

  1. Oversee Northwest Region Seattle Metropolitan TMC operations, which includes a staff of about 20 FTE plus several part-time interns.
  2. Develop strategic plans to enhance TMC operations, including software development, tolling, and design standards.
  3. Coordinate traffic management activities within the TMC with field personnel and external agencies.
  4. Oversee the staffing, training, and scheduling of FLOW engineers, tunnel operators, radio operators, and UW interns.
  5. Supervise and lead the preparation of traffic analysis, engineering studies, and reports for safety and capacity improvement projects.
  6. Assess traffic management activities and prepare periodic performance reports.
  7. Develop guidelines for complex operational analysis, traffic management practices, and training programs for TMC staff.
  8. Consult with TMC staff to resolve critical issues, policy matters, and unusual problems using senior-level engineering knowledge.
  9. Provide technical assistance to ITS design teams in developing communication systems and ITS initiatives.
  10. Mentor, coach, and evaluate entry-level engineers, technicians, and interns within the TMC team.

Qualifications

To be considered for this opportunity, the following are required :

  1. Two (2) years of experience as a Transportation Engineer 3 or equivalent, such as Bridge Engineer 3 or Transportation Planning Specialist 3.
  2. Three (3) years of experience in freeway management practices and principles – which must include the ability to make operational assessments of freeway flow conditions and derive traffic management strategies and tactics in real time.
  3. Experience operating central arterial systems or freeway management systems such as Active Traffic Management Systems (ATMS) applications, including operation of individual ITS devices or sub-systems within the total system.
  4. Professional Engineering (PE) License.
  5. Fundamental understanding of the ITS structure and elements.
  6. Strong aptitude to learn and navigate the TMC server network and various services connecting to NG_TMS for TMC operation.
  7. Strong understanding of PS&E guidelines and standards.
  8. Strong technical writing skills.
  9. Strong Analysis skills and advanced abilities with Excel.
  10. Ability to drive to and work along highways and in work zones. This includes traversing uneven ground and working in cramped spaces such as communication vaults.
  11. Availability to respond to the TMC within 1 hour outside regular work schedule as needed while on-call. Traveling to tunnel facilities during emergencies and adverse weather conditions to assist with TMC shifts outside the regular work schedule.
  12. Possess a valid driver’s license.

It is preferred that qualified candidates also have the following:

  1. Bachelor of Science in Civil Engineering (BSCE).
  2. Valid Engineer in Training (EIT) certificate.
  3. Experience in a major metropolitan transportation operations center.
  4. Experience with Excel and large data sets.
  5. Coordination and communication with teams and the public.
  6. Operation of mission-critical software suites.
  7. Experience responding to emergency situations.
