THE CITY OF BLUE SPRINGS is looking for a proactive, innovative, solution-oriented City Development Engineer who will facilitate a team-oriented and collaborative work environment. The Ideal Candidate will focus on the betterment of the entire City operation and the community while leading the diverse day-to-day activities of the department. They will possess a team mentality, politically astute and an effective project manager. Strong communication skills, a commitment to public service, and the ability to collaborate effectively with internal departments is essential.

The City is seeking candidates with experience in or strong exposure to the areas of development, civil engineering, and special projects. Documented ability to effectively communicate with a variety of audiences, both in and outside the organization including presentations with elected and appointed officials, developers, businesses, residents, and City staff. This position could be filled at a higher level based on the experience of the candidate.

JOB SUMMARY STATEMENT: The City Development Engineering function is committed to advancing our City’s infrastructure. From ensuring compliance with safety regulations to collaborating closely with City departments, the Engineering Division plays a crucial role in shaping our City’s future. Reviews engineering-related documents and interacts with other city departments and outside agencies. Reviews development plans and city projects; serves as a liaison on many internal and external committees; and provides excellent customer service to internal and external clients.

DUTIES AND RESPONSIBILITIES:

  1. Review commercial, residential, subdivision and construction/engineering plans for compliance with City’s codes and ordinances. Check water lines, sanitary sewer and storm sewer, etc. Reviews storm water report and traffic reports. Provide review comments to developer/engineer and review and approve final construction plans.
  2. Review streets, water, sanitary, storm water detention facility and water quality plans.
  3. Assists in reviewing floodplain information and floodplain permits, and reviews flood studies with respect to the use of sound engineering and survey principles.
  4. May Inspect and review “as-built” storm water detention basins for compliance with storm water report. Inspect new fences built on drainage easements for storm water runoff conflicts. Inspect and approve new driveways in existing houses and buildings. Review for traffic safety and compliance with codes.
  5. Answer engineer/developer questions concerning water, sanitary, storm water runoff, erosion control, storm water reports, traffic reports, etc.
  6. Analyzes proposed development plans and construction plans for adherence to traffic engineering principles; determines adequacy of traffic channelization for construction.
  7. Assists to prepare layouts and details for project plans, forms, proposals and miscellaneous drawings.
  8. Assists in the administration of construction contracts. Assistance with or may be responsible for bid evaluation, preconstruction meetings, pay estimate processing, and change order processing; assists to prepare contract specifications using engineering and technical information provided and conducts project inspections.
  9. May act as inspector on any city project including new subdivision work and commercial developments. Confers with developers, contractors, suppliers, and utility companies on specific projects and makes recommendations.
  10. Acts as liaison with agencies regarding engineering matters.
  11. May serve on the following committees and/or assist with various meetings such as Planning Commission, Board of Adjustment, Downtown Review Board; Pre-Application Meetings, Plan or Project Review, Jackson County Stormwater Commission and West Bank Sni-A-Bar Creek Watershed Consortium. Some of these committees/meetings occur in the evenings.

The above duties and responsibilities include those tasks, physical and mental requirements, visual requirement, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

GENERAL QUALIFICATIONS:

Education and Special License(s)/Certifications
• Bachelor’s degree in Civil Engineering or related field required.
• Senior Development Engineer: Missouri Professional Engineers License required, or able to obtain within 90 days of hire.
• Development Engineer: Missouri Professional Engineer PE or Engineer in Training (EIT) preferred.

Experience
• Senior Development Engineer: Minimum of five to seven years in a related field required.
• Development Engineer: 2 to 5 years of experience in a related field.

Skills
• Skill in operating engineering technology (AutoCad, GIS, traffic, sewer and water modeling software) and equipment and general drafting skills.
• Knowledge of general construction methods and surveying.
• Knowledge of engineering mathematics.
• Must be familiar with the latest edition of the Manual of Uniform Traffic Control Devices and Institute of Traffic Engineers procedures for performing traffic studies.

Mental Requirements
• Ability to understand engineering terminology and to communicate effectively.

Physical Requirements
Must be able to:
• sit for prolonged periods
• listen to normal conversation
• walk occasionally, and use hands and fingers to operate, handle, or feel objects, tools, or controls
• reach with hands and arms
• have vision sufficient to see close up and have the ability to adjust focus
• occasionally lift up to 50 pounds and transport it 15 feet.

Supervisory Responsibility
• Provides periodic supervision of assigned professional, technical, clerical, and volunteer staff.

This position may be flexibly staffed and filled by advancement or, when filled from the outside, require previous and directly related experience.
