Johns Hopkins Public Safety is seeking a Network Engineer I who will be responsible for planning, forecasting, implementing, and identifying resource requirements for network backbone infrastructures (inclusive of wireless technologies) of moderate complexity to support the Johns Hopkins Police Department (JHPD) and the Johns Hopkins Public Safety (JHPS). The scope of this position typically affects the delivery of campus backbone network resources for a number of local and wide area connected buildings. Troubleshoot, monitor and maintain network components and functionality on a campus/enterprise-wide level. Position provides consultation to JHPD IT users in designated business units for aspects of network connectivity functions, issues of increasing traffic, and determining the path between hosts across the network and AT&T FirstNet. This role communicates with end users about the scheduling and delivery of changes within the network topology and participates in the technical aspects of network changes and workflow. Design, implement change control processes, deploy and maintain network infrastructure in relation to requests for service in conjunction with vendors, technicians, and clients.
Position primarily focuses on moderately complex designs for JHPD data and security systems throughout the Johns Hopkins enterprise. Position may assist with more complex designs that involve a multitude of variables, multiple vendors, and a broader customer base. Job complexity includes design/engineering/installation of medium sized projects (multiple buildings to campus wide), troubleshooting moderately complex routing and switching protocol issues, and interfacing with customers to understand needs.
Focused at Johns Hopkins campus; however, this position is expected to travel throughout Maryland/DC to cover any Johns Hopkins location as required.
Specific Duties & Responsibilities
- Plan medium sized technical projects from inception to completion by using standard project planning tools to deliver successful solutions.
- Responsible for JHPD network planning, network architecture design and engineering by reviewing work of junior staff to ensure network projects are delivered successfully.
- Develop project planning documents by using established departmental guidelines to deliver successful projects.
- Formally present ideas, designs, plans, and/or solutions by using standard presentation tools to communicate to a variety of audiences.
- Install and configure networks from inception to completion by following standard project plans to deliver successful solutions.
- Install and configure medium size networks, including implementation and verification of connections to remote sites in a WAN by using established procedures and tools to deliver quality products to customers.
- Adhere to change management policies and procedures for any given project. Communicate to all parties the nature, significance, and risk factors of the solution.
- Install, configure, and interpret results of network analyzers to proactively manage performance and identify, resolve, and prevent problems.
- Solve JHPD campus wide technical problems in pressure situations by using troubleshooting tools and experience to provide resolution.
- Analyze situations involving moderately complex problems by following standard practices and procedures to provide suggested solutions.
- Maintain medium size route and switched networks, including verification of connections to AT&T FirstNet by following documentation provided for the solution to ensure a stable network.
- Coordinate and solve JHPD moderately complex network issues that have been escalated from tier-1 personnel (Network Analyst, Network Technician) or tier-2 personnel (Network Engineer I), inclusive of setting up network analyzers and interpreting results, by using standard network analysis tools to provide a successful solution to the problem.
- Troubleshoot medium size route and switched networks, including verification of connections to remote sites in a WAN, by using standard network analysis tools to provide successful solutions.
- Analyze and determine root cause of problems by reviewing hardware vs. software, hardware vs. firmware, software vs. operating system, network vs. applications/systems, and patterned vs. non-repeatable issues to deliver solution to the problem.
- Interface successfully and positively with a broad customer base with varying degrees of technical competency by using verbal, written, and other communication tools.
- Work with JHPD, consultants and vendors on the implementation of advanced networking technologies, by participating in meetings, forums, or seminars to provide guidance in the use of newer technologies.
- Collaborate with other School police departments IT departments for best practices.
- Mentor staff positions such as Network Engineer I, Analysts, or Network Technicians by providing guidance and training.

- Demonstrated ability to successfully configure network devices in an enterprise production setting similar in scope, size and complexity as JHPD. Example of devices that may be configured, include: routers, switches, csu/dsus, content management switches, caching devices, firewalls, VPN solutions, wireless controllers, access points, etc.
- Moderate knowledge of Metro Ethernet, DWDM, optical and related technologies.
- Working knowledge of MPLS.
- Working knowledge of QOS.
- Working understanding of different IPv4 addresses, inclusive of loopback, unicast, multicast, limited and directed broadcast.
- Expert understanding of IPv4 and 32-bit numbers.
- Working knowledge of IPv6 and 128-bit numbers.
- Working knowledge of mainstream network troubleshooting tools, such as MRTG, Cacti, SmokePing, HP Overview, Cisco works, Solarwinds, etc.
- Working knowledge of routed and routing protocols; demonstrated ability to troubleshoot medium to complex IPv4 routing issues.
- Working knowledge of IP, Enhanced Interior Gateway Routing Protocol (EIGRP), Serial Line Interface Protocol Frame Relay, Routing Information Protocol Version 2 (RIPv2), VLANs, Ethernet, and access control lists (ACLs).
- May configure and maintain network related systems that run Windows, Linux, or Unix as an operating system.
- Working knowledge of Layer2 technologies and ability to clearly explain and articulate Layer2 strengths and weaknesses.
- Working knowledge and demonstrated ability to successfully design and implement solutions using the advanced feature set of Cisco wireless products and based on a validated understanding of radio frequency and antenna theory, 802.11a/b/g/n standards, site survey and configuration of controllers and APs. Solutions include voice over WLAN, outdoor mesh and secure wireless.
- Working knowledge of detailed technical features, functions and benefits of a controller-based wireless architecture.
- Working knowledge of how CSMA/CD functions operate.
- Demonstrated track record of keeping abreast of current and leading-edge networking and wireless technologies/methodologies as related to the existing breadth and scope of products used at Johns Hopkins.
- Working knowledge of Multicast.
- Troubleshooting moderately complex issues focused on determining hardware vs. software, hardware vs. firmware, software vs. operating system, network vs. application/systems, and patterned vs. non-repeatable problems.
- Follows standard practices and procedures in analyzing situations involving readily identifiable problems.
- Demonstrated ability to install, configure, operate, and troubleshoot intermediate to moderately complex scale- route and switched networks, including implementation and verification of connections to remote sites in a WAN.
- Working knowledge of how to implement and manage wireless controllers in a campus setting.
- Working knowledge of user and certificate-based authentication systems.
- Working knowledge of redundant network technologies, such as HSRP, spanning tree, VRRP, etc.
- Working knowledge of supporting various load balancing technologies, such as CSM (Content Switching Modules), ACE (Application Control Engine), Advanced AP load balancing strategies, etc.
- Ability to lift up to 50 lbs.
- The employee is frequently required to be mobile and have unrestricted use of both hands with dexterity of hands and fingers.
Minimum Qualifications
- Bachelor's Degree in Computer Science, Information Technology, or a related field.
- Four (4) years of related experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Detailed knowledge of Arista networking systems and Cloud Vision Portal.
- Detailed knowledge of Cisco networking systems. Arista Networks certification's or CCDP certification. Experience with police departments or law enforcement agency networks.
