The City of Burbank IT Department is seeking a Lead Systems Engineer who will lead the design, development, and integration of cutting-edge infrastructure, data center, and cloud solutions. The Lead Systems Engineer will perform a key role in helping the City drive major initiatives, from guiding the selection and implementation of technology that will influence our IT strategy, innovating technology services and automating for efficiency.

Desirable Experience, Skills, and Qualifications:

  • Five years of experience working as a lead system engineer, system architect, or related field with a significant portion in a leadership role.
  • Expert knowledge and understanding of IT infrastructure, including servers, networks, and storage systems.
  • Advanced level understanding of hardware and software platforms and system administration, such as, but not limited to Microsoft, Windows Server, UNIX, and Linux operating systems.
  • Advanced level understanding of server virtualization using hypervisors such as VMware, VMware ESXI, Hyper-V, and Acropolis; Desktop and application virtualization using platforms such as Citrix, Microsoft Windows, and VMware.
  • Advanced level understanding of infrastructure programming, scripting languages, automation, and DevOps languages, such as, but not limited to Ansible, Python, Ruby, Perl.
  • Knowledge of cloud computing with platforms, such as AWS, Azure, or Google Cloud.
  • Ability to collaborate in a team environment and mentor technical, development teams, and product managers.
  • Professional Lead System Engineer certification such as Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Azure Solutions Architect, AWS Certified Solutions Architect, or equivalent.

Under direction, to act as a hands-on technical lead on infrastructure delivery for hardware, software, data center, and cloud initiatives supporting the City's digital business mission; to analyze, plan, design, create, deploy, install, and manage the organization's data center, cloud-based infrastructure and automation strategy, and the development of related software and services; and perform related work as required.

Designs, plans, develops, implements, integrates, and leads initiatives employing subject matter expertise and relevant technology tools and solutions for complex infrastructure, data center, and cloud technology services, programs, and projects, including systems, procedures, standards, and policies for services, such as, but not limited to, physical data center, cloud services, servers, storage, data management, backup and recovery, active directory, domain services, automation of build, deployment, and rebuild of secure infrastructure and systems; serves as a technical lead for key business stakeholders, Information Technology (IT) experts, and subject matter experts to plan and deliver optimal infrastructure solutions for the organization; develops the infrastructure delivery service including efficient, effective, and secure infrastructure delivery, automation, performance, capacity, and continuity; performs design integration for complex, cross-functional systems; participates in the development of Requests for Information (RFI) and Request for Proposals (RFP) for selection of systems and solutions; recommends appropriate technological designs and solutions that align with business requirements, the City’s technical strategy, and that provide the most efficient and cost-effective solutions; leads technical design reviews of infrastructure projects; develops infrastructure version repositories and build/release automation; creates DevOps pipeline automation in concert with others in IT; implements cross platform monitoring solutions and automated self-healing; identifies and corrects issues regarding technology services, computer systems, and/or data storage systems; monitors and identifies opportunities for operational and procedural efficiencies and effectiveness within the department and City to improve service delivery; participates in various project teams and agile teams, advising on and delivering infrastructure services; acts as a project manager and product owner for infrastructure programs and products; develops and writes technical documentation to facilitate the success and supportability of solutions; employs continuous process and quality improvement leveraging Lean Six Sigma and Scaled Agile practices to ensure stakeholder satisfaction; works collaboratively with other business units within the department and other City departments; meets with and fosters relationships with contractors, vendors, service providers, and outside agencies regarding project requirements, cost-effectiveness, and quality assurance; ensures coordination of all operational systems; maintains an up-to-date knowledge of contemporary infrastructure systems and service delivery platforms, techniques, and practices; prepares and maintains records and reports, both manually and electronically; prepares project specifications; directs, leads, mentors, and supervises staff activities and operations; drives on City business.

Education/Training: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. Example combination includes, but is not limited to graduation from an accredited college or university with a bachelor’s degree in computer science, information technology, electrical engineering, or a closely related field, and four years of professional experience in information technology.

License & Certificates: A valid California Class “C” driver’s license or equivalent at time of appointment; a current industry-recognized certification(s) (to be determined at the time of recruitment) may be required at the time of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

Desirable Qualifications: One or more of the following certifications or equivalent experience: Microsoft Certified Systems Engineer (MCSE), AWS Certified Cloud Practitioner or Solutions Architect, Azure Cloud Architect, Data Center Infrastructure Management (DCIM), CISCO Certified Network Professional (CCNP), CISCO Certified Network Associate (CCNA), CompTia certifications in role related fields, Project Management Professional (PMP), Certified Ethical Hacker (CEH), Certified Information Security Manager (CISM), or Cybersecurity and Infrastructure Security Agency (CISA), Scaled Agile Framework (SAFe) Practitioner, Lean Six Sigma Green Belt, Design Thinking, and Agile project/program management methodologies.
