Resident Engineer - Construction Engineering and Inspection (CEI)

Infrastructure Consulting & Engineering, LLC (ICE) is seeking an experienced and highly skilled Resident Engineer to lead our Construction Engineering and Inspection (CEI) team in Houston, Texas. The Resident Engineer will oversee the construction activities on various infrastructure projects, ensuring that all work complies with applicable codes, standards, and contract documents. This position requires strong leadership abilities, a deep understanding of construction processes, and excellent communication skills to coordinate effectively with clients, contractors, and project stakeholders.
Responsibilities:
  • Project Oversight: Lead the day-to-day management of construction engineering and inspection activities, ensuring projects are completed on time, within budget, and to the highest quality standards.
  • Supervises construction administration of State, County, & City projects including: Pre-construction meetings, shop drawing review, inspections, processing of pay, requests, assessing and resolving unforeseen conditions during construction, monitoring of schedules and budgets, overseeing equipment and materials testing, reviewing record drawings and certifications for accuracy.
  • Quality Control: Ensure that all construction work complies with applicable codes, standards, and project specifications. Perform inspections and provide guidance to the CEI team to ensure high-quality outcomes.
  • Client Coordination: Act as the primary point of contact for clients, contractors, and other stakeholders. Maintain clear and consistent communication throughout the project lifecycle.
  • Team Management: Supervise and mentor a team of inspectors and junior engineers, providing technical guidance and support as needed.
  • Documentation: Prepare and review daily reports, logs, and other documentation related to project progress, issues, and resolutions. Ensures all work is in conformance with contract documents and permit conditions before final acceptance.
  • Problem Solving: Identify potential issues and challenges on-site and develop effective solutions to mitigate risks and keep the project on track. Resolves public complaints on construction projects
  • Budget Management: Monitor project budgets and ensure that financial targets are met. Assist in the preparation of project estimates and change orders.
  • Safety Compliance: Ensure that all construction activities adhere to safety regulations and company policies. Promote a culture of safety on-site.
  • Works with Engineer of Record in resolution of issues as they may be encountered.
  • Assists with preparation of proposals and interviews.
  • Supervises and assists subordinates with inspection of construction activities.
Education and Experience Requirements:
  • Education: Bachelor's degree in civil engineering or a related field.
  • Experience: Minimum of 10 years of experience in overseeing roadway and municipal construction projects as the owner's representative. In Texas.
  • Must be knowledgeable about TX DOT, County, City construction specifications & inspection procedures, and construction contract administration
  • Licensure: Professional Engineer (PE) license in the state of Texas is required.
  • Skills:
    • Strong understanding of construction processes, materials, and industry standards.
    • Excellent leadership and team management abilities.
    • Proficiency in construction management software and tools.
    • Strong problem-solving and decision-making skills.
    • Effective communication and interpersonal skills.
  • Certifications: Qualifications and certifications for this position are required within six (6) months from the date of hire. The required qualifications and certifications include:
    • Certifications in construction management, safety, or quality control are a plus.

Physical Demands
This position requires minimal lifting of up to 50 pounds sometimes on a frequent basis. The employee must be able to travel and tour work sites under adverse environmental conditions not limited to loud noise levels, high dust and dirt, and extreme temperature. The employee must be able to visually examine construction materials and finished structures and work in various types of weather and field conditions, including heights, uneven terrain, highway traffic, hazards of highway construction sites and heavy equipment.
Expected Hours of Work
This position is full-time (40 hours per week). Office hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing one unpaid hour for lunch each day. While overtime is generally not anticipated, occasional projects or deadlines may necessitate additional hours, compensated according to company policy. Flexible schedules may be available with prior approval from the immediate supervisor. Work schedules may vary based on project demands.
