Design and Review:

Provides professional engineering services for Manatee County transportation projects such as roadways, intersections, sidewalks, and bridges. Provides professional engineering services to support Manatee County's potable water, wastewater, and reclaimed water utility systems, including renewal and rehabilitation programs for water and wastewater systems, lift station rehabilitation, and installation of generators at lift stations countywide. Provides design and review services for conceptual and final designs, project analysis and cost estimating, construction certification, utility conflict resolution, and origination of infrastructure standards and specifications.

Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time, with or without cause.


Working Conditions:

Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to drive County vehicles as part of the duties of the job. Occasionally required to work other than normal business hours.

All Areas of Assignment:

Oversees the preparation of final drawings and design calculations for new construction at existing facilities. Coordinates design and project management requirements, as dictated by operating needs. Leads daily activities of a small team. Assigns work and ensures completion according to established standards, procedures, and timeframes. Provides assistance and training to less experienced team members.

Seals drawings and calculations. Prepares specifications and related bid documents. Reads and interprets complex engineering plans and specifications and uses highly complex engineering techniques in the solution of problems encountered in area of assignment.

Provides professional engineering assistance, including non-project engineering, to assist Public Works staff and other departments. Prepares, signs, and seals permit applications to outside agencies such as U.S. Army Corp of Engineers, Florida Department of Environmental Protection, and Southwest Florida Water Management District.

Reviews and researches development projects for compliance with the Comprehensive Plan, Land Development Code, and County design standards. Responsible for preparation and maintenance of necessary records, reports, and correspondence.

Provides testimony at public hearings regarding assigned projects. Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Attends educational events that will increase professional knowledge and be otherwise beneficial to the County.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications:

Bachelor's degree in civil engineering or related engineering field. 6 or more years of progressively responsible engineering experience related to area of assignment. Previous lead or supervisory experience desired. Current Florida Professional Engineer (P.E.) License required. (Out-of-state P.E. licenses must be transferred to Florida within 1 year of hire date). One or more years as Engineer of Record.

If assigned to RTMC Traffic Signal Timing area of assignment, Professional Traffic Operations Engineer (PTOE) certification desired. Valid driver license required, with valid Florida driver license required within 30 days of hire.

Knowledge, Skills, and Abilities:

Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve difficult and often complex situations and problems.

Advanced knowledge and understanding in engineering, design, permitting, preparation of construction plan sets, and specification and bid packages. Advanced knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities. Depending on area of assignment, this includes SWFWMD and/or FDOT rules and regulations.

Advanced knowledge and understanding of computer systems and software applications required to perform job duties. Depending on area of assignment, this includes records software, stormwater modeling software, AutoCAD, Civil3D, GIS, traffic signal analysis packages, and/or ATMS.now Central Software.

Excellent verbal and written communication skills, public presentation skills, and interpersonal skills in order to interact professionally and effectively with staff, management, business leaders, community partners, and other stakeholders. Able to influence others regarding facts, policies, and practices.

Capable of working with limited oversight from manager.

In addition to the duties and responsibilities outlined above, certain positions will have additional duties as indicated below.

CIP Design and Review:

  • Supervises assigned Transportation section staff.
  • Assigns work and delegates responsibilities to assigned staff and monitors progress to ensure goals are met and high-quality customer service is maintained.
  • Supervises daily activities of assigned staff and sets day-to-day operational objectives and goals to ensure consistent, accurate, and efficient operations of the Transportation section.
  • Prepares and reviews plans, studies, reports, and other technical documents for compliance with applicable Federal, State, and County standards, policies, and regulations.
  • Coordinates with consultants, other governmental agencies, private entities, and others as necessary.
  • Performs short-term and long-term planning, scheduling, prioritizing, and coordinating within area of responsibility.
  • Assists with personnel activities of assigned staff, such as hiring, approving timesheets and time off requests, coaching, mentoring, training, performance appraisals, disciplinary matters, motivating, and responding appropriately to employee complaints and issues.
  • Cultivates strong working relationships, builds trust among team members, recognizes good performance, and promotes the professional growth of assigned staff.
  • Communicates clearly, concisely, completely, accurately, and consistently.
  • Has a strong knowledge and experience with Florida Department of Transportation (FDOT) designs standards and specifications.
