Job Description
MSD is hiring for engineers in several divisions within our Engineering Department. Each division is described below.
All positions will perform highly responsible civil engineering work.
CONSTRUCTION MANAGEMENT
Essential Functions: Provide technical expertise as part of a construction/contract management team responsible for the administration of the construction of collection system and/or facility improvement projects; verify that the construction conforms to the contract documents; evaluate/review change orders requests, contractor submittals and contractor claims; and prepare technical reports concerning construction and engineering problems and solutions; perform construction observation; make necessary field inspections to determine existing conditions; may meet with government officials, consultants, and the general public to help communicate District policies and responsibilities.
Additional Responsibilities: May perform related work as required or as delegated by supervisors.
DESIGN
Essential Functions:
Project Design : Provide technical expertise as part of a design team responsible for the production of plans and specifications for the construction of District projects; compile data; check layout of manholes, inlet structures and pipelines, and calculate hydraulic properties of pipelines and drainage channels; correlate information obtained from topographic and other maps and plans; may investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems; may make necessary field inspections to determine existing conditions; may meet with government officials, consultants, and the general public to help define District policies and responsibilities.
Capital Projects: This position is part of a consultant contract management team responsible for coordinating the plans and specifications for the construction of District projects; extend estimates; process project information in preparation for construction bidding; perform related civil engineering work; may meet with government officials, consultants, and the general public to help define District policies and responsibilities.
Additional Responsibilities: May perform related work as required or as delegated by supervisors.
PLANNING:
Essential Functions:
Development Review: Provide technical expertise with a development review team; review plans for sewerage and drainage facilities to ensure compliance with regulations and engineering design requirements; provide technical assistance to consulting engineers, developers and customers on sanitary and storm water drainage facilities; compile data; calculate drainage areas; check layout of manholes, inlet structures and pipelines, and check hydraulic calculations for pipelines and drainage channels; correlate information obtained from topographic and other maps and plans; perform related civil engineering work.
Program Planning: Provide technical expertise with a program planning team planning for the system needs and capital improvements in the following areas: collection systems (sanitary and combined), wastewater treatment, stormwater, pump stations, and green infrastructure; perform hydraulic modeling; coordinate with various groups within the District including:, Operations, Design, Construction, and Development Review; monitor project schedules; may investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems; may make necessary field inspections to determine existing conditions; may meet with government officials, consultants, and the general public to help define District policies and responsibilities.
Additional Responsibilities: May perform related work as required or as delegated by supervisors.
Qualifications
Training and Experience: Bachelor's or master's degree from an accredited college or university with major course work in engineering; and four years of progressively responsible related engineering experience. Must be a Licensed Professional Engineer in the State of Missouri, or have the ability to obtain this license within six months of hire.
Desirable Knowledge and Skills: Thorough knowledge of principles and practices of civil engineering; comprehensive knowledge of District regulations and procedures applicable to sewer construction; problem solving and communication skills necessary to work effectively with contractors, engineers, developers, municipalities and MSD staff to ensure the successful completion of these projects; considerable knowledge of spreadsheet, word processing and design software; extensive skill in reading and interpreting complex engineering plans and specifications; exceptional skill in maintaining records and preparing technical reports; thorough skill in analyzing and integrating data; considerable skill in communicating effectively both in oral and written form; exceptional ability in forming and maintaining effective working relationships.
SPECIAL REQUIREMENT:
Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
Employees of MSD must have a proficient or higher overall rating on last review.
