Seattle Public Utilities (SPU) is actively searching for an exceptional Senior Plan Review Engineer. In this role you will review engineering plans for the most complex water, sewer, and drainage improvements for private development projects, for both Seattle Department Of Transportation (SDOT) Street Improvement Projects and Seattle Department of Construction & Inspection (SDCI) Preliminary Assessment Reports. You will provide timely, accurate, and effective application of City of Seattle and SPU Engineering codes, policies, and engineering design standards and guidelines. You will serve as a technical subject matter expert on water, drainage, and wastewater utility design and serve as a mentor to associate and assistant engineers on the Development Services Office (DSO) Engineering and Plan Review Team. You will participate in development and review of new engineering standards and guidelines and policies related to private development.

Responsibilities:

  • Review 30%, 60%, and 90% SIP Plans. Review and approve 100% SIP Plans.
  • Review SDCI Preliminary Assessment Applications for drainage and/or wastewater system improvements and build-over reviews.
  • Perform build-over reviews of private development projects impacting public drainage and wastewater mains.
  • Investigate and respond to engineering inquiries received by the DSO.
  • Participate in SDOT Design Guidance and SDCI pre-submittal meetings as needed.
  • Perform supervisory duties as needed.
  • Perform tasks delegated by the DSO Engineering Supervisor such as assigning new plan reviews to themselves and other team members.
  • Provide engineering support during construction.
  • Represent Project Delivery and Engineering Branch and the DSO as a technical subject matter expert.
  • Participate in pre-construction meetings for Water and DWW extension projects.
  • Contribute updates to City of Seattle Standard Plans and Specifications, SPU Design Standards and Guidelines, City of Seattle Stormwater Code, and SPU policies related to private development.
  • Recommend and implement ongoing process improvements.
  • Identify tools and support needed by the DSO Project Coordination team and DSO Tech Team.
  • Assist DSO Tech Team in resolution of complex WAC issues or concerns. Provide analysis of engineering infeasibility claims on WAC and DWW determinations.
  • Meet with private development applicants and representatives of other agencies and city departments to discuss current or proposed projects.
  • Provide technical guidance to developers and consultants.
  • Supervise the preparation of hydraulic modeling and hydrant flow test reports; perform hydrant flow calculations; coordinate with Seattle Fire Department.
  • Research DSO related work in response to legal requests.
  • Major Projects: Review the most complex engineering plans of water, sewer, and/or drainage improvements for private development projects as needed.

Experience: Five (5) years of professional civil engineering experience.

Education: Bachelor's degree in Civil Engineering or Civil Engineering Technology.

Experience/Education Equivalency: Or a combination of education and/or training and/or experience that provides an equivalent background required to perform the work of the class.

Work Environment/Physical Demands:

  • Most work is performed in a normal City work/office environment.
  • Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
  • May be required to lift over 50 pounds.
  • May be required to stand, walk, or bend for extended periods of time.
  • May be required to work nights, evenings, weekends, and/or holidays.
  • Overnight travel may be required.

License, Certification and Other Requirements:

  • Registration as a Professional Engineer in the State of Washington.
  • Current Washington State driver's license or evidence of equivalent mobility.

Desired Qualifications:

  • Strong verbal communication skills, enabling you to interact effectively with our internal and external stakeholders.
  • Exceptional organizational skills are a must, as this role requires managing and prioritizing multiple tasks and meeting deadlines. Supervisory experience, time management, and prioritization skills are highly valued.
  • You should be an independent thinker with good judgment and a solid understanding of civil engineering principles and practice.
  • We are looking for someone who can take the initiative, work well within a team, and provide mentorship.

Workplace Environment: This position allows for the flexibility of a hybrid work schedule. Starting November 4, 2024, City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.

The full salary range for this position is $66.70 - $77.67 per hour.
