Job Requirements / Description

ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)

1. Perform design, development and conduct unit testing using current programming languages and technologies (including People Tools, UNIX scripts, PowerShell, C#, Java, and batch processing tools).

2. Manage and execute technical tasks of approved system initiatives; work with other technical personnel outside of the ERP Program as necessary; report progress and issues encountered.

3. Identify issues with the existing PeopleSoft ERP design from a technical perspective; advise BPAs of those issues, risks and the consequences for the system and the organization.

4. Develop technical specification documentation; ensure complete and accurate understanding of functional specifications and to address any issues or questions that arise during the configuration or development process.

5. Provide input on feasibility, viability, complexity and level of effort associated with various design options under consideration; suggest alternative approaches as applicable.

6. Develop and execute technical test plans; document issues identified through technical testing; consult with BPA on proposed changes based upon the testing process; update agreed upon changes and document accordingly.

7. Upgrade systems and correct errors to maintain systems after implementation; develop, test, install and modify programs; troubleshoot problems to source; assist in resolution of work problems related to flow charts, project specifications, or programming.

8. Prepare time and cost estimates for completing projects; provide BPAs data for technical components of business case documents such as durations for completion of technical tasks, resources required and technical issues and risks.

9. Prepare and present project progress reports for department management or committees; identify problems and issues; recommend solutions.

10. Provide technical sign-off to the ERP Technical Lead that system changes are ready to be implemented in the production environment; address any issues with configuration or development newly moved to the production environment.

11. Provide system set up and related activities associated with one-time, recurring activities such as Open Enrollment, Year End Close, 1099 Reporting, Opening a New Fiscal Year, etc.

12. Review documentation provided by Oracle on bundles and new versions (upgrades); document impact that such changes would introduce to the City's system; establish technical roadmap for bundle and upgrade initiatives.

13. May require 24 x 7 on call availability.

14. Consult available resources (books, Oracle documentation, etc.) to learn more about the system and its capabilities.

15. Work with consultants engaged by the City to assist with PeopleSoft ERP initiatives; develop and execute a knowledge transfer plan as directed by the ERP Technical Services Supervisor.

16. Respond to help tickets that require fixes to configuration or development objectives; conduct technical testing, and document the necessary changes to restore functionality.

17. Balance competing functional and technical initiatives and determine availability to work on additional items.
