Summary
The City of Lynnwood is seeking an Engineering Technician!
This position is for an Engineering Technician - Environmental and Surface Water for the City's Surface Water Management Division, which is in the Operations and Maintenance Department of Public Works. Individuals in this position provide support to higher staff but also perform limited independent duties as assigned. The duties include a variety of technical support functions related to surface water and environmental management, NPDES / Clean Water ACT compliance, GIS and mapping, public and private development, and site inspection under close supervision.
The City is looking for a candidate who can successfully perform the following duties:
Water quality monitoring and sampling, including:
  • Bi-weekly lake sampling at 2 locations for phosphorus, dissolved oxygen, and temperature.
  • Stream sampling for fecal coliform bacteria at 4 different locations, monthly (as required by the Swamp Creek Monitoring Requirements from the Washington Department of Ecology.)
  • Ability to understand and analyze results.
Assisting in Lynnwood's Fish Hatchery and Environmental Education Center operations, including;
  • Ensuring equipment and facility is running properly.
  • Coordinating pickup and delivery of fish eggs.
  • Assist in water monitoring and care of salmon.
  • Coordinating field trips for salmon presentations and release.
  • Ensuring low impact development and beneficial environmental features are functioning properly.
Meet education and outreach requirements, including:
  • Outreach and education efforts to schools, citizens, and businesses.
  • Craft a strong, effective message to help further the City's education and outreach goals. Must have excellent communication skills and use creativity to affect behavior change.
  • Represent the City at various regional forums, coordinating our outreach efforts.
  • Conduct a behavior change campaign following community based social marketing practices and methods.
  • Develop and implement equitable engagement practices that utilize inclusive communication tools and strategies to reach all community members.
  • Create social media content promoting positive environmental behaviors for cities social media accounts.
Record keeping and paper-work tracking, including:
  • Water quality and general housekeeping issues at the City's operations buildings.
  • Assist project managers with their capital projects, as needed and required.
  • Process and issue tree permits and vouchers.
This position responds to numerous questions by citizens, property owners, and land developers. Employees of this class work under close supervision in solving field and office problems.
The position of Engineering Technician is located in the Public Works Department and provides technical support services such as construction administration, development review and inspection; works on engineering projects and provides technical support. Employees of this class are expected to exercise independent judgment in solving field and office problems. This position may also include special assignments as directed.
Essential Functions

  • Perform administration, record keeping, and reporting of assigned programs and/or projects.
  • Participate in engineering/construction projects and provide program technical support.
  • Review plans and permits. Inspect public works improvements during construction and maintenance periods.
  • Respond to complaints and concerns and provide technical assistance to the public, developers, contractors, engineers, and businesses regarding areas of expertise.
  • Support projects within the Environmental & Surface Water division; including but not limited to, assisting in training of illicit discharge identification for City crews, inspections, and complaint resolution.
  • Perform outreach and education at local events and festivals.
  • Regional collaboration with neighboring jurisdictions and connect with regional campaigns.
Specific to the Stormwater Program:
  • Management of the Hall Lake Fish Hatchery and Environmental Education Center, with support from Public Works department. This includes yearly coho salmon husbandry and release, utilization of the facility as a public education and environmental stewardship resource, grounds maintenance, facility cleanliness and organization, material maintenance and inventory, etc.
  • Administration of the City's Tree Voucher Program and management of the City's Rain Garden Program.
  • Monthly sampling of Lynnwood streams, followed by data analysis and report creation.
  • Coordinate City volunteer applications, intake/orientation, supervision/support, work hour management, recognition events, and record keeping.
Minimum Qualifications
Associate's degree in mathematics, drafting, surveying, engineering, or other related field plus two (2) years directly related experience or equivalent combination of related education and experience. Valid Washington State Driver's License and a driving record acceptable to the City's insurance carrier. Ability to obtain within one (1) year, Washington State Flagger Certification. Ability to obtain within one (1) year, Certified Erosion Sedimentation Control Lead certification if assigned to the Stormwater Program. Ability to obtain within one (1) year, Cross Connection Control Specialist certification if assigned to the Cross Connection Control Program.

Work is performed in both an office and an outdoor environment. Equipment used includes personal computers with job specific software, standard office equipment, standard engineering field tools and City vehicles.

  • Ability to read, understand, interpret, and analyze engineering plans, specifications, engineering drawings, and related regulations and information.
