Project Description
DRT provides GIS solutions to address diverse, complex, and emerging problems within the public health domains of environmental health, infectious disease, chronic disease, and emergency preparedness/response. Our support includes the design, development, and enhancements of internal and external applications, websites, and database solutions with geospatial components.

Job Summary
The GIS Application Developer Senior works directly with public health GIS analysts, coordinators, epidemiologists, and other technologists to design, develop, deploy, and maintain IT solutions. The developer builds complex applications for new and existing complex GIS systems following an Agile DevOps methodology.

Responsibilities

  1. Designs, configures, customizes, and deploys new features to existing solutions; builds features from customer requirements, managing data flows, and performing routine maintenance, enhancements, and bug fixes.
  2. Develops and manages a schedule to meet deliverables and establish estimated completion dates.
  3. Follows the government’s software development lifecycle framework and provides agreed upon project documentation.
  4. Supports requirements elicitation and provides feedback to optimize requirements to align with development best practices; works with business owners and analysts to define workflows and develop user stories.
  5. Completes tasks on time with minimal supervision but supports collaboration across teams.
  6. Provides performance monitoring and tuning, service configuration, security, and licensing when needed.
  7. Provides user management support.
  8. Troubleshoots hardware, software, and network issues.
  9. Administers Enterprise Geodatabases using SQL.
  10. Automates analysis and reporting tasks using scripting languages such as Python/JavaScript to support field operations.
  11. Produces static and interactive cartographic products to communicate complex concepts to audiences of all types.

Required Experience
  1. Must have or be able to obtain a Public Trust with the US federal government.
  2. At least seven years’ experience in IT development roles.
  3. Three or more years of experience with relational database management systems using SQL.
  4. Three or more years of GIS analysis experience.
  5. Experience with APIs, service management (SOAP & REST); HTML, Python, JavaScript, CSS, AJAX, JSON, ASP.NET.
  6. Experience in platform architecture, solution design, planning, developing, deployment, and security.
  7. Experience in IIS and Windows Server Administration.
  8. Experience in Section 508 compliant application development.
  9. Experience with developing mobile-first/responsive, dynamic, and scalable web applications.
  10. Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, etc.
  11. Excellent data management skills.

Preferred Experience
  1. Experience with CDC environment and standards: SDLC, technical architecture, release processes.
  2. Experience using Esri ArcGIS Enterprise (Portal), ArcGIS Online, ArcGIS Server, SDE.
  3. Experience with Agile and DevOps methodologies.
  4. Esri or Azure certifications.

Education and Training
• Bachelor’s Degree in Computer Science, GIS or related field.
