The Opportunity
WSDOT is currently seeking A Port Engineer in the Vessel Engineering and Maintenance department. This position is responsible for the shoreside maintenance program support and engine crew supervision for assigned vessels. As the primary point of contact with the U.S. Coast Guard, the Maintenance Port Engineer provides oversight to ensure that the vessel is operated and maintained in accordance with all applicable safety rules and regulations, and coordinates regulatory visits and inspections. The Port Engineer directly supervises and provides leadership to licensed and unlicensed engine department professional marine engineers. As maintenance manager, the Port Engineer budgets and schedules vessel maintenance activities and manages the vessel's preventive maintenance programs.

What to Expect
Among the varied range of responsibilities held within this role, you/the Port Engineer - Maintenance will:
  • Ensure assigned vessels maintain safe, reliable, and efficient operations.
  • Supervise licensed and unlicensed engine department employees, attend vessels during operations, annual layups, and commercial shipyards, and approve work schedules submitted by vessel Staff Chief Engineers while the vessel is in operation, commercial shipyards, and annual layups.
  • Coordinate routine USCG interactions and ensure correction of all deficiencies and citations.
  • Develop an action plan and coordinate vessel emergency breakdowns & repairs using vendors, shoreside maintenance workforce & vessel crews, and point of contact with USCG to put the vessel back in service after performing emergency repairs.
  • Write specifications for machinery repairs, maintenance & purchases, witness machinery inspections, monitor & analyze fuel and lube oil reports, and USCG reports, and proceed with corrective action as required.
  • Plan vessel annual layups with vessel Staff Chief Engineer and shoreside maintenance facility, coordinate vessel crew works with shoreside maintenance workforce and vendors during vessel annual lay-ups, assist in planning for vessel regulatory dry docks & planned dock sides at commercial shipyards, and serve on the steering committee to determine periodicity & procedures for preventative & unplanned maintenance on assigned vessels.
  • Assist in the development of the maintenance non-labor budget and approve work & purchase requests for all parts and work requiring the shoreside maintenance workforce or vendors.
  • Will be part of a duty rotation requiring you to be on call 24 hours a day while on duty.

Qualifications
To be considered for this opportunity, the following are required :
  • Current or prior US Coast Guard Chief Engineer’s license or military equivalent.
  • Five (5) years of sailing experience with three (3) years in charge of an engine room.
  • Maintenance and engine room experience aboard diesel and diesel-electric powered vessels.
  • Technical knowledge of vessel repair, maintenance, preservation, and project management, including but not limited to capital expenditure/purchasing.
  • Knowledge of U.S. Coast Guard, Labor and Industries, WISHA, OSHA, International Maritime Organizations, EPA, and Department of Ecology regulations as they relate to the marine operations and maintenance of vessels.
  • Knowledge of SMS policies and procedures, and the ability to implement them effectively.
  • Ability to respond quickly and decisively in emergency situations.
  • Strong budget and project management skills.
  • Knowledge of vessel management, life cycle cost analysis, and planning.
  • Working knowledge of labor relations and contracts administrations.
  • Ability to balance the needs of people, projects, and vessel operations.
  • Strong personnel and labor management skills.
  • Strong computer skills and ability to comprehend different software applications.
  • Experience with writing policies and maintenance procedures.
  • Ability to speak, write, read, and understand the English language.
  • Ability to communicate effectively verbally and in writing.
  • On-Call 24/7 every 4th week.
  • Washington State driver’s License.
  • Ability to climb ladders and stairs.
  • Ability to crouch down and crawl into small spaces.
  • Ability to lift 50 pounds.
It is preferred that qualified candidates also have:
  • Port Engineer experience.
  • B.S. in Marine Engineering or related field.
