This position can be hired at two different levels:
1.) Engineer II
2.) Senior Engineer
The Engineer II or Senior Engineer is responsible for ensuring that the electrical system is properly protected according to Tampa Electric's policies and good engineering practice. The Engineer II or Senior Engineer provides consulting services to other departments relating to system protection. Additionally, the Engineer II or Senior Engineer is responsible for supervising the System Protection and Control Specialists.
PRIMARY DUTIES AND RESPONSIBILITIES
- Calculation of protective relay settings for transmission and distribution systems. Develop and implement the annual underfrequency load shedding program. Calculate impedances for transmission lines and other system components. Calculate interrupting duty on all circuit breakers and ensure interrupting ratings are not exceeded. Perform fault studies for use by ED Engineering and Construction and other company departments. 25%
- Take part as on-call engineer (technical support) for troubleshooting system disturbances and relay/control problems as required. Work as part of the System Restoration Unit in the event of major storm damage. Maintain at all time awareness of safety in all aspects of substation engineering, construction and operations. 10%
- Department representative for NERC compliance issues. Ensure department compliance to NERC standards and readiness for NERC audits. Evaluate and comment on proposed new standards and changes to existing standards. Prepare TECO's submittal for FRCC's annual short-circuit database. 15%
- Supervise and provide leadership, technical expertise and training to System Protection & Control Specialists on troubleshooting of relay system problems. Assist Substation Operations' wire shop supervisor as needed by providing technical and manpower support depending on construction workload. Supervise phasing and load checks of new Substation equipment prior to energization. Supervise the daily activities of relay testing, maintenance, and emergency work. Direct NERC and non-NERC testing for power system including Transmission, Distribution, Generation and Under Frequency protection. 50%

Indirect Supervision: None
RELATIONSHIPS
Key Internal: Substation Engineering, Substation Operations, Grid Operations, Grid Planning, Energy Supply Engineering and Operations, RF Control Systems.
Key External: Industrial and large commercial customers, Consulting Engineers, Contractors, FRCC staff and committees.
QUALIFICATIONS
Education
Required: BS degree in electrical engineering from accredited engineering college
Preferred: Degree in power system engineering
Licenses/Certifications
Preferred: Registered Professional Engineer in the State of Florida.
Experience
Engineer II
Required: Minimum of 4 years of related work experience is required. Related experience consists of: Power system engineering in the electric utility industry including modeling and analyzing the power system.
Experience must include a minimum of 3 years of direct field experience in Substation Protection and Control construction, maintenance and operation.
Senior Engineer
Required: Minimum of 8 years of related engineering work experience is required. Related experience consists of: Power system engineering in the electric utility industry including modeling and analyzing the power system.
Experience must include a minimum of 5 years of direct field experience in Substation Protection and Control construction, maintenance and operation.
Supervisory Experience
Preferred: Minimum of 2 years of direct supervisory experience
Knowledge/Skills/Abilities (KSA)
Required: Working understanding of power systems; Ability to model and analyze the power system and to perform short circuit studies and create/update short circuit models; Ability to calculate relay settings for relays at the transmission and distribution level. Ability to troubleshoot substation Protection & Control problems and recommend solutions to problems and issues. Must be able to represent TECO in technical meetings with consulting engineers, customer personnel and contractors.
Preferred: An understanding of NERC compliance standards related to system protection.

WORKING CONDITIONS
Normal M-F work week. On a rotating basis, will be on-call 24/7 for one-week increments, typically totaling 8 to 10 weeks per year. Job is 60 percent in the office and 40 percent working outdoors in hot, humid and/or cold conditions. Work in a high stress environment during checkout of energized substations and when troubleshooting system disturbances and working around high voltage equipment.
PHYSICAL DEMANDS/ REQUIREMENTS
Need to be able to go inside substations to gather data, work with crews, etc. This requires walking on uneven surfaces (granite rock, limestone roadways and grass areas). Power plant work requires ability to climb stairs and occasionally ladders.
