Period of Performance: As soon as possible but not later than 25 November 2024– 31st December 2024 with possibility to exercise the following options:

  1. 2025 Option: 1st January 2025 until 31st December 2025
  2. 2026 Option: 1st January 2026 until 31st December 2026
  3. 2027 Option: 1st January 2027 until 31st December 2027
  4. 2028 Option: 1st January 2028 until 31st December 2028

1 INTRODUCTION

The NCI Agency is setting up the Mission CIS Technical Design Authority (MCIS TDA), in partnership with the existing Mission Service Management Authority (SMA). The MCIS TDA, together with the Mission SMA, are the two authoritative bodies for Mission related CIS System and Services, internal NCI Agency but also on System and Services resulting of Federated Mission Networks. The MCIS TDA assures technical Coherency; provides Architecture and Technical Design guidance; exercises review, monitoring, control and approval on all architecture and design material and Produce and Maintain overarching Architectures of all Programs and Projects within its Area of Authority (AoA), i.e Missions, Operations and Mission-ready systems and services, including Static and Deployable Systems.

2 SCOPE OF WORK

The NCI Agency is looking for an experienced Service Engineer that under the direction of the MCIS TDA, will be part of a team and will provide the service using an Agile and iterative approach during multiple sprints. Each sprint is planned for a duration of 1 week. The content and scope of each sprint will be agreed during the spring-planning meeting. Sprint activities are related to:

  • Produce and maintain architecture material;
  • Provide guidance, monitor, control and review architectures implementation by Program and Projects;
  • Control coherency across Programs and Projects;
  • Enforce usage of Design Guidance and Patterns in Projects and Programs.

3 DELIVERABLES AND PAYMENT MILESTONES

The following deliverables are expected from the service on this statement of work:

3.1. BASE 2024:

Deliverable 01: 26 sprints of Service Engineering relative to the Mission Context. (Number of sprints is calculated considering a starting date 01 JUL. This will be adjusted based on actual starting date.)

Payment Milestones: Upon completion of each fourth sprint and at the end of the work. The payment shall be dependent upon successful acceptance of the Certificate of Acceptance – (Annex B). Invoices shall be accompanied by the Certificate of Acceptance (Annex B) signed by the Contractor and project authority. The NCIA team reserves the possibility to exercise a number of identical sprint options, at the same cost, at a later time, depending on the project priorities and requirements.

3.2. 2025 OPTION: 01 January 2025 – 31 December 2025

Deliverable 01: 52 sprints of Service Engineering relative to the Mission Context.

Payment Milestones: Upon completion of each fourth sprint and at the end of the work. The payment shall be dependent upon successful acceptance of the Certificate of Acceptance – (Annex B). 4 COORDINATION AND REPORTING

The Contractor shall participate in daily status update meetings, sprint planning, sprint retrospectives and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to MCIS TDA’s instructions. For each sprint to be considered as complete and payable, the Contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in written within three (3) days after the sprint’s end date. This report shall mention briefly the work held and the development achievements during the sprint.

5 SCHEDULE

This task order will be active immediately after signing of the contract by both parties but not before required starting date in 2024. The BASE period of performance is as soon as possible but not later than 11th November 2024 and will end no later than 31st December 2024. If the 2025 option is exercised, the period of performance is 01st January 2025 to 31st December 2025. If the 2026 option is exercised, the period of performance is 01st January 2026 to 31st December 2026. If the 2027 option is exercised, the period of performance is 01st January 2027 to 31st December 2027. If the 2028 option is exercised, the period of performance is 01st January 2028 to 31st December 2028.

6 CONSTRAINTS

All the deliverables provided under this statement of work will be based on NCI Agency templates or agreed with the project point of contact. All code, scripts, documentation, etc. will be stored under configuration management and/or in the provided NCI Agency tools. Part of the work may involve handling classified networks, therefore, a security clearance at the right level is expected for the contractor(s) undertaking this project.

7 SECURITY

The security classification of the service will be up to NATO SECRET. The Contractors is required to hold a valid NATO SECRET security clearance.

8 PRACTICAL ARRANGEMENTS

The Contractor will be required to provide the service on-site. Access to the NCI Agency Digital Workspace will be provided in coordination with the NCIA Point of Contact or delegated staff. The contractor may be required to travel to NCI Agency, Brussels, Belgium and other sites within NATO for completing these tasks. Travel expenses will be reimbursed in accordance with AAS+ framework contract provisions and applicable NCIA Travel Directive. This service must be accomplished by ONE contractor.

9 QUALIFICATIONS

The consultancy support for this work requires a Service Engineer with the following qualifications:

  • Knowledge and experience in large and complex Communication and Information Systems (CIS) engineering and design, including Communication Systems, Networks, Infrastructure, Virtualization, Cloud, Security, Monitoring and Control, Interoperability
  • Knowledge and experience in system architecture and design
  • Knowledge in Enterprise and Capability architecture
  • Experience in leading and coordinating multi-disciplinary teams
  • Familiarity with CIS related international / commercial / industrial standards
  • With a minimum of 5 years of sound experience in those fields.

Desirable qualifications:

  • Experience with Military CIS systems
  • Experience with deployable CIS systems (Military and/or Civilian)
  • Experience in Project Management
  • Experience in Service Design and Management
  • Experience with management frameworks such as ITIL, PRINCE2, PMP, etc.
  • Experience in Architecture frameworks and modelling languages such as TOGAF, NAF, Archimate, SysML, etc.
  • Prior experience of working in an international environment.
  • Knowledge of NATO political ambition and organizational structure.
