Job Description

Saylor Consulting Group is seeking a full-time Office Engineer in San Francisco to support our client San Francisco International Airport in performing office engineering and document controls related services to support various Engineering and Construction Services as part of an ongoing contract. The ability to work in a hybrid capacity is required, with the individual required to be onsite for construction meetings to take minutes as required multiple days of the week.

The Office Engineer will be responsible for managing the internal flow of information among the team members and ensuring documents are correctly filed and saved for future retrieval. The Office Engineer will request outstanding documents from project team members for the project file. It is the responsibility of the Office Engineer to ensure submittals are received per the Contractor’s reviewed Submittal Register and that the documents are transmitted per the distribution list.

The Office Engineer shall notify the RE & PM when submittals are not provided in a timely manner. They will maintain databases for transmittals, correspondence, weekly meetings, material testing, FAA Form 5370-1 (FAA Weekly Reports), Submittals, RFIs, COs, PCOs, Non-compliance Reports, progress payments, material weight tickets/tags and punch lists. Additionally, the Office Engineer will assist in creating meeting minutes, coordinating meetings with stakeholders, developing change order cost estimates, and reviewing progress payments and COs with Construction Services with final approval from the PM.

Daily Duties

  • Assist the resident engineer in the construction management process.
  • Manage the submittal and RFI processes as well as the application for payment process.
  • Review, track, negotiate, monitor, and recommend for approval PCOs and CORs submitted by the construction contractor.
  • Schedules and documents project meetings and coordinates progress and safety reporting.
  • Review IDRs, inspect, observe, and track construction activities and progress on assigned projects.
  • Coordinate turnover of record drawings (construction contractors’ red-lined as-built drawings), operations and maintenance manuals, spare parts, and warranties to the Airport.
  • Assist Airport staff with contract compliance monitoring to ensure conformance with all contract terms and conditions including, but not limited to, Contract Monitoring Division (CMD) requirements, certified payroll, labor standards, drug policy, security requirements, site cleanliness, safety.
  • Review invoices and, if appropriate, recommend approval of progress payments before submitting to the Airport Contract Manager for signature. Perform additional duties as required.

Minimum Qualifications

  • 1-3+ years’ experience performing Office Engineering work for large capital construction projects.
  • Registration as an Engineer-in-Training (EIT) in California, preferred
  • Experience with Labor Compliance and verification of Certified Payrolls
  • Bachelor's Degree in architecture, engineering, construction management, planning, architecture, or similar degree.
  • Advanced analytics and data manipulation skills in MS Excel.
  • Demonstrated success working in a fast-paced, project-centric environment.
  • Attention to detail and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Strong organizational and planning skills.
  • Ability to learn organization’s software, programs, and processes in a timely manner.
  • Ability to work independently and complete daily activities according to work schedule.
  • Ability to understand, follow and transmit written and verbal instructions.
