Duties & Responsibilities:
1. Serves as project manager for assigned projects with supervision, directing all project activities, responsible for negotiating the consultant project scope and fee, managing the project schedule, funding and quality assurance, and construction management, including determination of the lowest and best responsible bidder, approving payments to contractors, approving change orders and material submittals. Prepares preliminary engineering reports and costs. Performs preliminary field reconnaissance, gathers all necessary data, and performs engineering analysis. Reviews existing systems, researches design alternatives, and develops cost estimates. Coordinates with technicians or external consultants in preparing drawings, discusses projects with affected residents, and writes reports. Discusses project with Supervisory Civil Engineer and City Traffic Engineer. May present and explain reports to assist the Governing Body in planning and prioritizing Public Works projects. Completes as-built construction drawings and project data sheets required for updating all traffic infrastructure in the City's asset management software.
2. Reviews consultant-produced engineering plans for new construction involving construction or installation of traffic signals, streetlights, fiber optic communication systems, signs and pavement markings, work zone traffic controls, and construction phasing for conformance with Overland Park Municipal Codes, Standard Details, and good engineering practice. Provides plan comments back to the consultant and monitors progress for revisions. Reviews catalog cuts submitted by contractors and approves or rejects their use. Completes as-built construction drawings and project data sheets required for updating all traffic infrastructure in the City's asset management software.
3. Prepares in-house design plans, specifications, and contract documents for capital or maintenance-related traffic engineering projects that comply with Overland Park Municipal Codes and Standard Details. Visits the site and performs an engineering analysis for street grades, driver visibility, existing utility locations (underground and overhead), and site design. Coordinates with Traffic Engineering Technicians in the completion of the above projects and monitors project progress. Continuously discusses the project with the affected public, and primary and sub-contractors. Coordinates efforts with other departments involved with the project.
4. Perform various traffic studies such as speed studies, traffic signal warrants, vehicle crash data analysis, intersection sight distance, etc., and make recommendations for improvements. Is able to run queries using the crash database to target locations that should be reviewed for accident reduction countermeasures. Coordinates with the Overland Park Police Department to determine the proper mix of enforcement and engineering needed to improve traffic safety.
5. Evaluates requests from residents regarding the installation of traffic calming measures. Oversees data collection efforts including turning movement counts, average daily traffic (ADT) volumes, spot speed studies, license plate surveys, and other studies as needed. Helps determine which locations will benefit from the use of traffic calming measures and prioritizes those locations. May attend public meetings to discuss the City's traffic calming program. Evaluates locations after installation to determine effectiveness.
6. Responds to public inquiries on traffic concerns and general traffic engineering information. Discusses concerns with residents. Reviews resident requests, investigates/oversees investigation by technicians, evaluates report, recommends necessary action, prepares/reviews work orders, and responds to/reviews responses by others to initial inquiry.
7. Prepares and provides initial review of interlocal agreements, engineering contracts, and other related agreements and contracts required in the process of implementing the division programs. Coordinates the preparation and execution of these documents with adjoining cities, Johnson County, KDOT, and other governmental agencies.
8. Operates computer hardware and software, including Highway Capacity Software, AGi32 Streetlighting Design software, AutoCAD, ArcGIS, Bluebeam, SignCAD, Google suite software, Microsoft suite software, etc., and various spreadsheets and in-house computer programs to assist in the administration of the Overland Park Municipal Codes. Maintains databases and reviews available hardware and software development to enhance traffic engineering operations.
9. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors, and any other persons or organizations with whom interaction is required to accomplish work and employer goals.
10. The employee must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
Civil Engineer I requirements:

  • Bachelor's degree in civil engineering or a related engineering field of study to gain formal knowledge of hydraulic design, hydrology, street design, structural analysis and design, and other engineering principles and practices.
  • Possession of Engineer-In-Training Certification within twelve months of hiring.
  • Possession of an appropriate valid driver's license. Must maintain an insurable driving record.
Civil Engineer II requirements:
  • Above requirements including education and certifications plus Professional Engineer registration in the State of Kansas or registration in another state with State of Kansas registration required within one year of hiring.
  • Four years of experience in the civil engineering field or an equivalent level of experience.
Civil Engineer Senior requirements:
  • Above requirements including education and certifications plus six years of civil engineering design, or an equivalent level of experience required.
  • Three years project management/engineering design/construction management preferred.
Required Skills :
Good oral and written communication skills for dealing with the public, contractors, and other city officials
Mathematical aptitude needed to analyze complex engineering data
Computer skills to include knowledge of AutoCAD and expertise with spreadsheet and database software application programs.
Mental Requirements:
Ability to read and comprehend city regulations.
Ability to analyze complex engineering problems and recommend possible solutions.
Analytical skills to perform high-level mathematical calculations.

Exposure to extreme environmental conditions while conducting site inspection and collecting field data.
Ability to travel to field locations.
Ability to visually review engineering plans and reports.
Ability to operate computer.
Ability to make and receive phone calls.
Mobility to travel to work/project sites.
Visual acuity to observe traffic conditions and flow.
Climb, walk, stoop, bend
Ability to lift 20 pounds and transport 15 feet.
Ability to operate city vehicles on city streets and over uneven roads under construction.
No City residency requirement.
Must successfully pass a background check, drug screen, and physical exam.
Normal Work Schedule: 8:00 a.m.-5:00 p.m., Mon.-Fri.
Salary Range:
I - Grade G: $67,158.00 - $90,646.90
II - Grade I: $78,210.58 - $107,929.43
Sr - Grade J $87,598.55 - $120,886.45
