- Construction:
- High presence in the field, supervising the work of 4-5 field engineers and providing support to 3-4 superintendents in the tower.
- Work to be supervised includes construction of the upper tower (total height of 538'), construction of the deck (1661' span) including the installation of the stay cables (up to 121 strands), completion of the remaining substructure work (temporary towers) and other work related to the towers.
- Coordinate with other departments in the Project as needed to ensure that each of the points described below is addressed in a timely manner for the field to be able to achieve the schedule and the budget.
- Quality-
- Lead the NCR resolution process for NCRs issues in the area:
- Work with Field Engineers and QC to prepare the proposed resolution.
- Fill out the NCR as needed.
- Coordinate with EoR and QA to ensure the information included in the NCR is clear and satisfy their expectation.
- Coordinate with the Field to make sure the resolution is understood.
- Coordinate with TxDOT representative the resolution of NCRs as needed.
- Coordinate the submittal of Request of Approval of Material
- Attend QC/QA coordination meeting as needed.
- Fabrication and supply of permanent materials-
- Coordinate with suppliers and subcontractors to ensure:
- QA is properly informed and/or present when the work is done as needed
- Fabrication progress is according to the schedule
- RFIs/Iqrys/Submittals from the supplier/subcontractor are properly responded by who corresponds
- Invoices are correct
- Subcontractors/Suppliers to coordinate:
- Stay Cable Subcontractor
- Reinforcing subcontractor
- PT supplier
- Understand the Contract with the owner:
- Understand CDA, Technical Provisions and Project Specifications
- Participate in the preparation of Potential Change Order notices and Change Order Request as needed
- Prepare and Submit Request for Information or Request for Deviation as needed.
- Procurement:
- Prepare Request For Quotation (RFQ) for major items.
- Participate in the RFQ process as needed: resolution of Pre-bid questions from the bidders, review comparative matrix, prepare Decision Papers, ...
- Review Invoices as needed.
- Prepare Cos as needed.
- Temporary Works
- Participate in the coordinate design engineering firms to design any remaining temporary works.
- Coordinate fabrication of temporary works including review of shop drawings and coordination with the designer.
- Project Control:
- Understand the Schedule of the Project and track progress.
- Identify risk elements of production, materials, equipment or process that could negatively impact the budget or schedule.
- Coordinate to ensure all materials, equipment and resources are readily available for production to continue on schedule and within budget.
- Participate in the preparation of the quarterly Forecast as needed.
- Prepare tracking sheet for quantities.
- Ensure that accurate project quantities are reported weekly, using assigned project cost coding to ensure project financials are accurately reported.
- Design:
- Attend Construction Phase Services meetings with the EoR.
- Prepare and submit Notice of Design Changes (NDC), IQry, technical submittals and other documentation as needed.
- Revise shop drawings.
- Participate in the Geometry Control process of the deck and the upper tower and ensure that the coordination between field work, survey department and EoR is adequate.
- Safety-
- Review required Job Hazard Analysis (JHAs) to ensure a safe and compliance work environment for all construction personnel.
- Participates in safety meetings with field team and project leadership
- Others:
- Maintains knowledge of Company values and strategic plan.
- Bachelor's Degree in a related field required.
- 10+ years construction engineering experience required.
- 10+ years construction experience in concrete, PT and erection.
- Experience managing construction engineering teams required.
- Proven skill and ability managing engineering teams in a design build or other alternative build project.
- Able to identify and implement growth opportunities in direct reports to build talent development within project team.
- Advanced planning and scheduling skills required.
- Able to drive direct reports and influence non-reporting teams towards a common deliverable.
- Able to set clear expectations for direct reports regarding role and responsibilities.
- Able to delegate and assign work to engineering team to progress the project production forward.
- Able to manage multiple engineering tasks and progress them all towards a common goal.
- Advanced knowledge of contract specifications and quality assurance practices.
- Able to identify budget and project costs and recommend options to mitigate project delays.
- Strong verbal, written and presentation skills.
- Knowledge of design build and other alternative build techniques.
- Knowledge of financial reporting methods, quantity tracking methods and cost coding.
- Knowledge of construction scheduling and production time management preferred.
- Ability to assume responsibility, interface and communicate effectively with others.
