Job Summary

The Manager, Projects - Engineering is responsible for setting department objectives, building and maintaining a strong team, creating processes, and effectively communicating to help the team achieve clear objectives. This role focuses on project management for designing and constructing transmission, sub-transmission, substation, distribution, and switchyard facilities, as well as other electrical or non-electrical projects as required by Client. The position involves implementing project management tools and techniques to deliver successful projects.

Key Responsibilities

  • Utilize management information systems to monitor budgets and project activities.
  • Develop and update schedules for expense and capital projects within the department.
  • Oversee contract administration for major equipment and material acquisitions and civil and electrical construction.
  • Prepare detailed work plans and specifications for major project construction.
  • Review and approve expenditures within authorized limits.
  • Submit department capital and expense budgets for approval.
  • Establish project requirements for facilities construction, including distribution, sub-transmission, transmission, and substations.
  • Balance the use of consulting engineers to ensure project schedules are met efficiently.
  • Provide regular status reports on departmental responsibilities, including financial and schedule performance.
  • Schedule, assign, and direct the work of subordinates, providing training and mentoring.
  • Ensure performance measures are in place for departmental responsibilities.
  • Participate in negotiations with state and municipal agencies regarding facility modifications or relocations.
  • Direct design coordination for interconnection of Client facilities with other electric utilities.
  • Participate in external committee assignments, representing clients as authorized.
  • Develop and implement a comprehensive Project Management Plan for departmental processes.
  • Present projects and contract authorizations to the Client Board of Directors.
  • Maintain a list of system deficiencies for capital projects.
  • Perform other duties as assigned.

Competencies

  • Thorough knowledge of electric utility systems, operations, and construction.
  • Familiarity with the Uniform System of Accounts, RUS design and construction requirements, National Electrical Safety Code, OSHA regulations, and construction contracts.
  • Understanding of the impact of cold weather on substation equipment.
  • Ability to recognize electrical system needs and provide solutions that meet various demands.
  • Proven success in delivering projects using recognized project management tools.
  • Strong written and verbal communication skills and the ability to resolve employee conflicts.
  • Proficient in Microsoft Office, project management, and scheduling software.

Supervisory Responsibilities

This position supervises Senior Project Engineers, Project Engineers, and Site Engineers and directs other division personnel as needed.

Work Environment

  • Primarily office-based work with some field trips for inspections and data collection in varying weather conditions.
  • Occasional travel in fixed-wing aircraft and helicopters.
  • Subject to 24-hour call-out and some out-of-town trips and meetings.

Minimum Qualifications and Experience

Education:

  • Bachelor’s degree in engineering required; electrical engineering preferred.
  • Additional training in electric utility design, construction, planning, and accounting preferred.
  • Alaska Professional Engineer registration or ability to obtain it within one year is preferred.
  • Master’s degree in project management or PMP certification is desired.

Experience:

  • Five years of progressively responsible engineering design or construction experience, including three years in supervisory and project management roles.
  • Experience with high voltage (115 kV and greater) land and submarine cables preferred.
  • Experience in electrical, mechanical, and architectural design, including foundations and structures.
  • Experience organizing and supervising work groups and coordinating plans with internal and external parties.
  • Union environment experience preferred.
