Description

The Data Developer & Administrator is responsible for developing and maintaining the performance, maintenance, synchronization, security, and accessibility of all database systems with demonstrated proficiency in database replication, backup and restore, performance tuning, scalability, troubleshooting system issues, developing and monitoring scheduled jobs and maintenance plans, and proactively monitoring the performance of databases. Key priorities include developing data models, performing data analysis, writing advanced SQL queries, designing and coding complex stored procedures (T-SQL), and performance-tuning existing database processes. This "hands-on" position requires solid technical skills, excellent interpersonal and communication skills, and the capability to work independently and collaboratively. This is a full time, exempt position working in a hybrid environment in Baltimore City, MD.

Essential Functions

  1. Ensure database systems meet organizational requirements by interviewing users, evaluating existing systems, analyzing programmatic and operational needs, and designing proposed systems.
  2. Commission and install new applications and customize existing applications to ensure they meet organizational needs.
  3. Refine the logical design of existing SQL database so that it can be translated into a specific data model.
  4. Maintain quality service by establishing and enforcing organizational standards for database systems.
  5. Work in a team environment and participate in an on-call rotation schedule for production servers.
  6. Write database documentation including data standards, procedures, and definitions for the data dictionary (metadata).
  7. Monitor performance and manage parameters of database systems to provide fast responses to front-end users.
  8. Conduct training for internal and external users of BHSB’s database systems to ensure accurate and complete collection and analysis of data.
  9. Create and/or maintain the SQL Server database tables, views, stored procedures, and Reports ETL packages using SQL Server SSIS, DTS, scheduled SQL.
  10. Collaborate with other members of the Data team to secure SQL Server environment by creating and/or maintaining guidelines to secure SQL Servers, including creating and granting permissions on various Objects.
  11. Create SQL Server tuning techniques to optimize the SQL queries and stored procedures.
  12. Troubleshoot SQL Server database issues and maintain the server for maximum up time.
  13. Create and maintain database sizing and capacity for new and existing projects.
  14. Create customized reports on the Windows base application by accessing the database.
  15. Create drill down, ad-hoc and drill through reports using the SSRS.
  16. Create Batch Store Procedures for the Report Scheduler according to monthly, weekly or daily.
  17. Collaborate with other members of the Data team to analyze data sets and advance the capacity of teams across BHSB to understand and use data and technology in innovative ways that advance BHSB’s strategic goals.

Automation and Visualization

  1. Collaborate with other members of the Data team and other BHSB teams to continuously improve data integrity and reporting effectiveness.
  2. Collaborate with cross-functional teams to understand business requirements and provide technical solutions.
  3. Collaborate with other members of the data team to provide high quality analyses and presentations by cleaning, validating, and/or modeling data.
  4. Collaborate with teams across BHSB to Migrate current tableau Dashboards to Power Bi.
  5. Good knowledge of Microsoft Power Automate Flow Development in designing and implementing automated workflows to streamline business processes.
  6. Ensuring seamless data flow between Power Automate, Office 365 and SharePoint Online platforms.
  7. Responsible for creating workflows for approvals and troubleshooting any issues that arise, ensuring seamless data flow and improving efficiency across the organization.
  8. Maintain up-to-date knowledge of Microsoft Power Automate updates and releases.
  9. Provide training and support to end-users on the use of Power Automate flows.
  10. Strong background and Knowledge of Power BI and Power Apps, in data visualization, analytics, and application development.
  11. Will be responsible for designing, developing, and implementing Power BI and Power Apps solutions that empower data-driven decision-making and enhance business processes.
  12. Design and develop interactive Power BI reports and dashboards.
  13. Extract, transform, and load (ETL) data from various sources into Power BI.
  14. Collaborate with business users to gather requirements and translate them into effective visualizations.
  15. Develop custom applications using Power Apps to streamline business processes.
  16. Integrate Power Apps with other Microsoft 365 applications and services.
  17. Design and implement data models to support reporting and analytics requirements.
  18. Perform data analysis to identify trends, patterns, and insights.
  19. Automate repetitive tasks and workflows using Power Automate (Flow).
  20. Train end-users on how to use Power BI reports and Power Apps applications effectively.
  21. Create Microsoft BI Scorecards, Dashboards using stack bars, bar graphs, scattered plots, geographical maps, line/pie graphs, and charts.
  22. Develop workbooks from multiple data sources using data blending in various applications.
  23. Create the SSIS packages to transfer the data from different source of data files to SQL Servers and create automation work in SSIS to send reports to users.
  24. Exhibit strong verbal and written communication skills and the ability to communicate effectively with internal and external customers (non-technical and technical alike).
  25. Back up the Director of Information Technology as needed, including:
    1. Interact with Microsoft 365 as needed to resolve challenges.
    2. Support users who experience challenges with system and network.
    3. Resolve server issues as needed.

Education And Experience

  1. Minimum two (2) years of post-bachelor experience in applied data management/administration, computer science, or data analysis.
  2. Three to four years of database development and administration experience; or equivalent combination of education or experience preferred.
  3. Strong analytical ability.
  4. Strong communication skills in explaining technical aspects of a project to non-technical staff.
  5. Demonstrated knowledge of application configuration, maintenance, and support.
  6. Demonstrated understanding of the differences between transactional and dimensional data models.
  7. Ability to take ownership of tasks and be accountable for progress.
  8. Excellent verbal and written communication skills, with the ability to effectively document procedures.
  9. Ability to interact in a virtual environment.

Technical Skills

  1. Databases: MS-SQL Server 2016, MS Access.
  2. ETL Tools: SSIS (SQL Server Integration Services), DTS (Data Transformation Services).
  3. Database Utilities: MS DTS, MS Enterprise Manager, SQL Profiler, SQL Query Analyzer, Index Analyzer, DTS Backup Server, SQL Agents, SQL Alerts, SQL Jobs, SQL Mail, Replication Tools.
  4. Languages: T-SQL, PL/SQL, C/ C++, Visual C++, Visual Basic 6.0, HTML, XML, VBScript, VB.Net, and ASP.Net.
  5. Reporting Tools: SSRS (SQL Server Reporting Services), Crystal Reports, Excel Spread Sheets.
  6. Application Packages: MS Word, MS Excel, Outlook, PowerPoint, MS Project, MS Vision, Microsoft BI.
  7. Operating Systems: Windows Server 2016, Active Directory, Windows 10.
  8. Data Analysis: Microsoft BI, Microsoft Power Apps.
  9. Ability to write custom SQL and a solid understanding of fundamental programming constructs.
  10. Expert experience in database backup, restore and recovery procedures.
  11. Strong understanding of relational database modeling and design.
  12. Experience in tuning and analyzing SQL Server database performance with native and third-party tools.
  13. Knowledge and experience with SQL Server Reporting Services (SSRS).
  14. Microsoft Power Platform certifications (e.g., Power BI, Power Apps).
  15. Experience with SQL Server or other database systems.
  16. Knowledge of data warehousing concepts and best practices.
  17. Familiarity with Azure services related to Power BI and Power Apps.

Supervisory Requirements : This position has no supervisory responsibilities.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 25% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting hourly/ annualized salary rate for this position is $93,069.

BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. This position works within the Data Team in the Accountability Department. Accountability works collaboratively with behavioral health provider organizations to support high-quality behavioral health services in Baltimore City. This department provides oversight and support for providers in a variety of ways, including training and technical support, compliance audits, and the facilitation of consumer quality improvement activities. The team also manages the investigation of provider complaints and critical incidents and facilitates a data-driven approach to BHSB’s work.
