Hiring Range: $90,349 - $99,384 annually
Work Schedule: Generally 40 or more hours per week; typical schedule is Monday - Friday 8 am - 5 pm, position may involve nights, weekends, and holidays as business needs require.
NATURE OF WORK
The Civil Engineer III will work with a team of Civil Engineers as well as other staff members of the Engineering Division. This is the advanced class in the Civil Engineering series. This class differs from Civil Engineer II in that individuals perform more complex design and technical work, greater lead/supervisory responsibility, and the full range of duties as assigned. Under general supervision, individuals in this position will perform complex civil engineering work for the Town of Windsor. The individual will design, develop, review, and coordinate all municipal construction projects assigned. The individual will align with the Division's strategy, mission, and vision by coordinating all civil engineering aspects of public improvements for the town. This includes but is not limited to design review, infrastructure construction inspection, and municipal construction management.

SUPERVISION RECEIVED
Under the guidance, policy direction, and supervision of the Deputy Director of Engineering, the individual in the Civil Engineer III role works to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.
SUPERVISION EXERCISED
The individual in the Civil Engineer III role does not exercise any direct supervision over town employees. However, the individual in this role may oversee work performed by a Civil Engineer I or Civil Engineer II; and a variety of contractors, including legal and engineering contractors engaged in efforts on behalf of the town.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS
The individual in the Civil Engineer III role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many complex job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
  • Has advanced knowledge of the town's infrastructure and makes valuable recommendations for capital improvement priorities.
  • Advanced knowledge of infrastructure construction materials and methods and ability to effectively communicate with construction personnel and manage projects.
  • Engineering design and/or management of town infrastructure projects, including accurate record keeping and compliance with rules and regulations of outside funding agencies, if applicable.
  • Communicates clearly and appropriately with the public (using good customer service and problem-solving skills) and in various other forums (reports, memos, meetings with contractors, developers, and board meetings).
  • Prepares work schedules for complex projects, develops budgets, and programs activities of project teams. Provides training and coaching of other engineers and technicians.
  • Accurately analyzes data from different surveys and reports (i.e., traffic studies, parking, grading certificates) to make recommendations (reports) for action or in-action or direction as requested.
  • Manage special/complex projects as assigned (i.e., Pavement Management, Federal Grants Applications, Flood Plain Management, Drainage, Master Utility Plan, etc.) which includes all tracking, record keeping, recommendations, and administration.
  • Reviews designs submitted by private developers and/or technical consultants for compliance with the town's approved standards, generally accepted engineering standards, and previously approved subdivision grading plans.
  • Conducts site inspections. Monitors and ensures compliance with the approved engineering plans and specifications on assigned projects. Responsible for coordinating the resolution of conflicts when the construction plans are not in accordance with the criteria or existing field conditions.
  • Works effectively, respectfully, and efficiently with developers and/or technical consultants to revise project designs to achieve compliance with the standards referenced above.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Ensure that all safety regulations and policies are understood.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
  • The Civil Engineer III position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • Performs research as directed, such as discovering new technology or tools, market research, etc.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments/divisions, as necessary.

Education, Knowledge, Skills, Abilities
EDUCATION, EXPERIENCE AND FORMAL TRAINING
  • Bachelor's degree in Engineering or a closely related field required. Master's Degree preferred.
  • Two (2) years of experience as a Civil Engineer II for the Town of Windsor; or
  • 5-7 years or more of progressively responsible civil engineering experience in urban street design, water, and wastewater distribution, or storm drainage design and development review, preferably in an urban municipal environment, which includes one year of lead/supervisory experience.
  • Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
  • Must have a current Colorado Driver's License or the ability to obtain one upon hire, that meets the Town of Windsor's standards.
  • Current Colorado Professional Engineering License is required.
KNOWLEDGE, SKILLS & ABILITIES
In addition to the knowledge and abilities requirements for Civil Engineer I and Civil Engineer II:
  • Advanced knowledge of public works practices and procedures concerning municipal engineering, planning, design, and administration.
  • Expert knowledge of principles and practices of engineering, including standards, policies, and technical issues.
  • Thorough knowledge of traffic and transportation engineering practices and principles to provide guidance to street network planning, design, and operations.
  • Thorough knowledge of water and wastewater distribution engineering and storm drainage engineering.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the town in a positive and cooperative manner.
  • Considerable skills in the knowledge of the principles and practices of supervision, administration, and budgeting; ability to effectively apply same to the planning and direction of personnel and material resources.
  • Ability to demonstrate high integrity, resourcefulness, and sound and consistent judgment in the execution of all duties.
