Description
The Port of San Diego is looking for an individual with significant experience managing, configuring and troubleshooting on-premises technologies such as Active Directory, Windows Servers, virtualization Hypervisor, SAN and NAS storage systems as well as cloud services such as compute, storage and networks. This individual will be expected to lead technical discussion and coordinate changes with business partners. This individual will also have an opportunity to work backup solutions, firewalls, web application firewalls and other security solutions. Experience in these additional areas is preferred but not required.
GENERAL PURPOSE
Under general direction, implements and maintains all of the hardware, software, networks, facilities etc. that are required to deliver, monitor, control and support all of the enterprise applications and/or hardware platforms/appliances utilized to provide Information Technology (IT) services for the San Diego Unified Port District (District).
The term "Technology Domain(s)" is utilized to refer to the various IT Systems or operational competencies/skill areas that may comprise the primary duties performed by an incumbent in this classification. A listing of these competencies may be found under the Other Duties section of this class specification.
DISTINGUISHING CHARACTERISTICS
IT Systems Engineer III is the journey-level class in the professional Systems Engineer class series and is intended for individuals who possess considerable prior experience supporting complex IT systems, Systems operations and maintenance across multiple Technology Domains. An incumbent is expected to be assigned primary responsibility for systems across multiple Technology Domains of considerable complexity requiring particularized skills, sensitivity and involve significant risk and consequences for the District's operations. IT Systems Engineer III will gather requirements, define specifications, and participate in procurement efforts and drafting of contract task/work authorizations for items within their assigned Technology Domains. Incumbents may routinely represent the Business Information and Technology Services department on District implementation projects or committees. Overall assignments will vary in difficulty and be conducted under general direction, examples include evaluate effectiveness and risk of IT processes, recommend changes in IT procedures to meet customer needs, and evaluate and/or research hardware and/or software solutions and provide feedback to project team or higher-level staff.
IT Systems Engineer III is distinguished from the following more advanced classes within the Systems Engineer class series in that advanced-level class is expected to be highly skilled, experienced and extremely capable of independently representing the District in most if not all matters.
The IT Systems Engineer class series is distinguished from IT Systems Engineering Supervisor in that an incumbent in the latter class typically has overall responsibility for the District's Technology Infrastructure and is responsible for supervising, overseeing and monitoring section operations and activities.
Essential Duties and Responsibilities
The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. 1. Installs, maintains, configures, upgrades and/or administers hardware and/or software independently across multiple assigned Technology Domains.
2. Recommends changes in IT procedures to meet customer needs
3. Diagnoses, analyzes and resolves issues for customer(s) across assigned multiple Technology Domains.
4. Creates, organizes, files and maintains documentation.
5. Assists in providing IT consultation and recommendations for implementation of cyber protections to ensure services are not compromised. Promotes system security and awareness by adhering to the District's IT security policy(s) and standards.
6. Answers questions and presents informal mentorship opportunities to peers and/or lower-level staff via conversation, observation or technical documentation. Diagnoses, analyzes and resolves issues for customer(s) in assigned Technology Domains.
7. Stays current regarding new technologies, standards and techniques.
8. Evaluates and/or researches hardware and/or software solutions and provides feedback to project team or higher-level staff.
9. Ensures the timely, accurate and responsible completion of preventive maintenance activities for multiple assigned Technology Domains
10. Participates in and/or provides technical IT assistance to achieve project tasks/meet deadlines.
OTHER DUTIES
1. Follows safe work practices and procedures and ensures safety procedures are observed in a variety of working environments including heavy marine/industrial facilities.
2. Operation, towing and deployment of specialized equipment found with in District's Mission Critical Technology Domains.
3. On an assigned rotational basis, provides after-hours on-call support for 24x7 mission critical systems.
Technology Domain(s): an assigned area where technical work requiring specific knowledge to evaluate, select, adapt & modify standard procedures in the resolution of assigned tasks. Employees may be required to devise new approaches to problems encountered. MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from a four-year college or university with a major in computer science, management information systems, information technology management or a closely related field; and three years of progressively responsible experience installing, monitoring/maintaining, configuring, upgrading, and/or administering/operating multiple Technology Domains in an environment similar in size and complexity to that of the District,
or;
Graduation from a two-year college or university with a certificate in computer science, management information systems, information technology management; industry certification; and five years of progressively responsible experience installing, monitoring/maintaining, configuring, upgrading, and/or administering/operating multiple Technology Domains in an environment similar in size and complexity to that of the District
Time served as a District Intern counts towards the years of experience.
Licenses; Certificates; Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent in this position will be enrolled in the California DMV Pull Notice Program. The pull notice program provides information on the incumbent's driving record and Driver License status on a periodic basis to the San Diego Unified Port District. An employee assigned a District vehicle must acknowledge receipt and understanding of District Administrative Procedures covering the use of District vehicles.
This position may be subject to a pre-employment background check. The District will conduct a California Department of Justice/FBI fingerprint and criminal history check; felony convictions may be disqualifying. Misdemeanor convictions may be disqualifying depending on type, number, severity, and how recently they occurred. Criminal arrests and convictions during employment may result in termination or limitation in job duties if no reasonable accommodation can be made.
An additional background check may be required to work at the San Diego County Regional Airport District (SDCRAA).
