Primary Purpose

Directs and manages the SoCalGas and SDG&E Fitness-for-Service (FFS) program in support of 49 CFR 192.712 in the one of the following areas (i.e. damage mechanisms): (1) corrosion, (2) dents and other mechanical damage, or (3) cracking (including hard spots). Each position (three in total) would be responsible for the following in each respective area: (i) FFS program oversight, (ii) Responsible person of applicable SoCalGas and SDG&E standards, (iii) Perform Level 3 FFS analysis and technical review/engineering guidance of analyses performed by other engineers, (iv) develop and facilitate training/competency programs for engineering personnel, (v) create technical SME paths for employee development, and (vi) participate on industry committees and Joint Industry Projects (JIPs). This position serves as the Company expert for one of the aforementioned damage mechanisms. They may also develop testimony for regulatory proceedings and can serve as a company witness in area of expertise.

Applies sound and independent and strategic judgment to effectively assess problems and select methods and techniques for obtaining solutions. High level/degree of autonomy in the performance of work and decision-making; may exercise supervisory responsibilities, coordination and planning of team activities and management of work performance requirements. May provide training on policy, procedures, Gas Standards, and regulatory requirements to Junior Engineers.

Duties and Responsibilities

  • Engineering and Technical Knowledge:
  • Utilizes sources of information (e.g., publications, websites, and organizations), external consultants, vendors, and peers within field of endeavor.
  • Participates in industry technical committees and is a leading contributor within area of expertise.
  • Responsible for publishing complex Company engineering policies.
  • Shares and effectively uses trade/technical knowledge.
  • Provides technical expertise to departments within the organization.
  • Provides technical advice and reviews technical results, evaluations, and analyses for mid-level engineers.
  • Establishes and maintains key relationships with senior internal and external personnel within area of expertise.
  • Publishes or contributes to the publishing of a technical document.
  • Directs highly complex and theoretical programs and/or projects, within the department, that provide department or company-wide benefits.
  • Reviews and approves designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects and provides PE stamp as necessary. Serves as Company expert in a specific engineering discipline.
  • Directs, monitors, and guides team members and outside contractors with engineering technical guidance.
  • May develop testimony for regulatory proceedings and may serve as a company witness in gas engineering and other areas of expertise.
  • Represents his or her organization at important functions or conferences, such as: witness or publishing writer for regulatory proceedings, and presenter at Town Hall/Community Meetings and Events.
  • Confidently conveys thoughts, ideas, and/or solutions to division and company leadership, while being respectful and mindful of other's contributions to the same discussion.

  • Engineering and Analytical Thinking:

  • Prepares, reviews, and approves complex engineering calculations and analyses, and provide tangible and sound recommendations.
  • Applies engineering principles to analyze and resolve problems.
  • May require review of construction drawings and providing official approval stamp
  • Has a clear business focus and understanding of the company goals and company vision, and steers business decision-making and team in the direction that leads towards successful completion of them.

  • Company, Industry & Regulatory Awareness:
  • Stays abreast of the latest changes, trends and technological advancements in the industry.
  • Maintains familiarity with Company operations to effectively support client requests.
  • Uses knowledge of state and federal codes, industry standards and Gas Standards, Rules, and Tariffs, and awareness of any changes that impact gas operations and practices.
  • Uses knowledge of Company operating practices, processes, policies and procedures, to effectively support requests/assignments.
  • Influences other leaders across the organization, as well as external stakeholders, to accomplish objectives.
  • In-depth comprehension of the different organizations in engineering and operations, and their distinct processes, services and responsibilities to effectively support the client requests/assignments.
  • Develops and provides input on Gas Standards that govern the selection, design, application and operation of engineered components, materials and systems, which meet Company's needs, and with optimum economic considerations.
  • Recommends edits/modifications to Gas Standards that reflect regulatory changes or improvements.
  • Reviews proposed changes in regulatory requirements and prepares Company response.
  • Ensures that changes in regulatory or code requirements, that impact area of expertise, are addressed through appropriate programs and modifications to applicable Gas Standards.
  • Initiates recommendations for improvements in materials, designs, plans, procedures, operations, and Gas Standards.
  • Interprets state and federal codes, industry standards and specifications for clients.
  • Represents the Company/industry as a member of outside engineering/standards organizations. Represents the Company's interests on industry committees regarding codes and standards.
  • Project Management:
  • May serve as a leader on major technical development projects and portfolios.
  • Develops tactical engineering design criteria, plans, and procedures.
  • Negotiates and instills trust to reach mutually agreeable decisions and compromises that are based on sound engineering principles.
  • Assesses the feasibility of proposed engineering evaluation tests, in association to engineering design criteria, plans and procedures.
  • Oversees all engineering related activities leading to the successful completion of projects and/or programs, including, determination of scope, schedule, identification of resources (internal and external), selection of consultants, engineering, cost estimates, budgeting, permitting, design, material procurement and start-up support, to ensure successful completion of the project.
  • Manages and directs special initiatives, programs and/or projects within the department that provide department or company-wide benefits.

  • Process Improvement: Develops or improves systems, programs, and operation processes, to increase productivity, data accessibility and operations, across multiple departments.
  • Performs other duties as assigned (no more than 5% of duties).

Salary: $122,500 - $183,800 / year

Education

  • Requires a Bachelor's Degree in Mechanical, Materials, Metallurgy, Electrical, Civil, Chemical, or Petroleum Engineering.
  • Master's Degree in Engineering preferred.
  • Project Management or Leadership certificate (e.g. SCG Leadership Training Camp) preferred.

Experience

  • 10 years of previous related engineering experience required.
  • Licensed as a Professional Engineer in the state of California - required.
