Description
This position comprises administrative and engineering work in planning, design, construction supervision, inspection and overall management of the extension and improvements of the City's infrastructure, including streets, drainage, water and sanitary sewer systems. Work is performed under the general supervision of a Licensed Professional Engineer; however, this employee is expected to exercise some independent judgement and initiative in the performance of these duties.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES
Civil Engineer I
1. Customer Service: Includes assisting the general public and City employees with questions and telephone calls that deal with the City's infrastructure, researching historical infrastructure information, and other engineering assistance as needed.
2. Processing: Includes reviewing, processing, or approving infrastructure projects, related items such as subdivision construction plans, regulatory permits, shop drawings, and other related items as needed. Ensures accurate records and asbuilts are kept and maintained.
3. Project Design and Management: Includes overseeing infrastructure projects from conception to completion which includes conceptual layout and design, field observation of the area of installation, issuance of survey requests, review of plotted field notes, design of infrastructure facilities, review of final construction plans, writing project specifications, coordinating with other City departments and outside utility agencies, managing project construction, holding construction meetings, reviewing and approving shop drawings, obtaining project permits, observations of the project construction, reviewing and approving pay requests, reviewing and processing change orders, and resolving utility conflicts or other unforeseen situations that arise during the course of the project.
4. Supervise: Directly supervises Drafting and GIS technical personnel engaged in Engineering projects. Conducts regular progress meetings with staff. Assists in interviewing and selection process for new employees. Prepares and conducts PER's, performance reviews and counsels as needed.

Minimum Qualifications
EDUCATION AND EXPERIENCE
Civil Engineer I
Graduation from a four-year accredited college or university with a Bachelor of Science degree in Civil Engineering, supplemented by at least two (2) years of professional experience in the engineering field. Additional education and training can be substituted on a year for year basis for professional experience, or a comparable combination of training, education, and experience.
*Additional preference: Passage of the PE exam and registration as an EI in the state of Florida or the ability to sit for either exam.
(Registration as a Professional Engineer in the State of Florida is not required but preferred.)
Civil Engineer II
Graduation from a four-year accredited college or university with a Bachelor of Science degree in Civil Engineering or equivalent, supplemented by at least five (5) years of professional experience in the engineering field.
Registered as a Professional Engineer in the State of Florida is required.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.
Supplemental Information
This position requires basic understanding of the design and functions of water, sewer, roads, traffic, and stormwater including a knowledge of materials, practices, methods, techniques, and equipment used in construction and administration work in municipal infrastructure systems, or an equivalent combination of training and/or experience. Ability to maintain technical data and records. Ability to communicate orally and in written form. Ability to analyze problem sites. Ability to use independent judgement. Ability to develop concepts and to convert concepts into
workable programs. Ability to develop construction plans, specifications, and contract documents in order to monitor construction progress and to ensure compliance with those documents. Ability to remain calm in stressful situations.

Retirement Plan
All full-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.
Training Programs
The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
