Position Summary

The Software Engineering Manager is responsible for overseeing the development and delivery of software projects, managing a team of software developers, and ensuring the creation of high-quality software solutions. This role involves coordinating with various stakeholders, implementing best practices in software development, and driving continuous improvement within the development team. This position will provide support to the Department of Education.

Key Responsibilities

  • Establish trust within and across teams by creating accountability and a positive work environment in partnership with other leaders in the organization.
  • Manage staff development goals, including hiring and orientation, training and development, workflow and performance management, and the promotion of an inclusive and innovative work environment.
  • Partner with product and engineering leadership to set strategy, priorities, and mission.
  • Ability and experience in defining and developing requirements with customers, defining/architecting a solution to satisfy them, and developing the test methodology to verify them.
  • Able to learn, take ownership, and deliver high-quality results in an unstructured environment.
  • Provide context and direction while preserving the consensus-driven, exploratory spirit of an autonomous team.
  • Promote software development best practices to produce high-quality software.
  • Measure the impact of your team and set clear expectations and goals.
  • Evaluate and manage relationships with external vendors. Ensure adherence to SLAs and monitor vendor performance to ensure alignment with project goals and standards.

Physical Demands and Work Environment

  • This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

Minimum Qualifications

  • Bachelor's degree (B.S.) in Computer Science or an equivalent combination of education and experience.
  • 5+ years of development experience, 2+ years of which are project-level design experience.
  • Fluent in C#, comfortable with T-SQL, and adaptable to other languages.
  • Prior experience growing and managing a high-performing engineering team.

  • Agile methodology-based product development experience
  • Ability to effectively dialog and interact with cross-functional senior and executive management
  • Virtualization and containerized environments
  • Experience using Azure tools and working in an Agile software development environment
  • Working experience with relational databases
  • Working experience with static languages
  • Dynamic languages
  • Messaging systems (RabbitMQ, SQS)
  • Cloud-based development (AWS, Azure, Google)
  • Log aggregators (Splunk, Data Dog)
  • Web services (REST, SOAP)
  • API specification tools (RAML, Swagger)
  • CI/CD Pipeline Experience
