Posting is for an Engineering Manager II that will serve as the Division 12 Project Development Engineer located in the Shelby Division 12 Office. This is a managerial and advanced professional work in directing an engineering oriented, large and multi-functional department. Position will plan, evaluate, establish, and monitor department programs, goals, budgets and manpower requirements and review the most complex, controversial or advanced work of their department. Position may determine the scope of projects and assign projects based on available manpower, schedules, and type of work; monitor and review projects to ensure they are on schedule; chair or participate in a variety of committees and special task forces; research and evaluate new methods, techniques and materials; and develop and set department policy and standards for quality and quantity of work. Responsibilities include management and supervision of Division wide units including Project Management, Design Engineering, Division Contracts, Planning Engineer, Division Environmental, and Bridge Program. Position will perform advanced engineering calculations, provide engineering technical assistance, and assist in the development and implementation of various Division programs. Employee responds to inquiries from the public, DOT management, news media, etc., regarding DOT policies and procedures, division projects, plans and proposed work.

  • Experience interpreting and communicating verbally and in writing details of plans, project documents, policies and procedures to convey information to consultants, department personnel and others
  • Experience making recommendations and decisions for simple or complex project development based on reviewing plans for completeness, compliance with engineering principles, standards and design needs
  • Experience supervising, motivating, counseling, and training other engineers and technicians
  • Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and staff, in order to find acceptable solutions to infrastructure project problems

Additional Expectations:
Promote safe work environment. Position requires the ability to maintain multiple projects and complete difficult assignments within specified time requirements. Communicate, establish and maintain effective working relationships with co-workers, business associates and the general public. Direct the work of other engineers, apply engineering principles to difficult or complex engineering problems, and make sound recommendations and decisions. Employee must be able to manage and direct annual budget for the reporting units. Selected applicant will be expected to legally operate a motor vehicle. Registration as a Professional Engineer by the NC Board of Examiners for Engineers and Surveyors preferred.
Minimum Education and Experience Requirements

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience. Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
