Definition
The City of Norwalk seeks a motivated Associate Engineer to join its Public Services Department. The Associate Engineer will be responsible for performing a variety of challenging and complex professional office and field engineering work under direction. This includes supporting the City's engineering services and activities, such as designing, evaluating, and constructing streets, drainage systems, water and wastewater treatment facilities, airports, and related capital improvement projects. The role also involves reviewing work prepared by outside consultants and overseeing and participating in reviewing engineering reports, drawings, specifications, and calculations for buildings, structures, streets, sewers, and other public works facilities to ensure compliance with current industry practices, codes, regulations, and ordinances. Additionally, the Associate Engineer will ensure work quality and adherence to established policies and procedures, respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and developmental projects, and perform any related work as required.
Essential Duties
Essential duties include, but are not limited to, the following:
Performs a variety of professional civil engineering work; prepares designs of public works projects according to general guidelines, objectives, and specifications. Prepares and submits specifications and cost estimates for public works and other projects, including traffic, streets, street lighting, water, storm drain and sewer projects.
Administers construction contracts; performs some project inspections. Design and prepare specifications, cost estimates and contract documents related to the construction and maintenance of a variety of projects. Coordinate projects with contractors, utility companies and other public agencies.
Establishes design procedures and interprets the application of design criteria. Reviews improvement plans, parcel maps, road and grading plans, drainage plans, related maps, specifications, and other information for accuracy, format; may review for conformance to established engineering practices, and compliance with state, county and city laws, ordinances, and regulations. Assists in the compliance efforts related to the requirements of the City's Municipal Separate Storm Sewer System (MS4) Permit and National Pollutant Discharge Elimination System (NPDES) program.
Provides liaison to contractor representatives in coordinating contract projects; monitors and inspects project construction activity; reviews and prepares environmental analysis and determinations; prepares change orders as necessary to recommend alteration of plans and specifications.
Prepares complex engineering reports; prepares public works conditions of approval; calculates and collects development fees, permit fees, deposits, bonds; processes improvement plans.
Assists in the development and implementation of the Division budget and Capital Improvement Program.
Responds to inquiries and provides technical assistance to developers, contractors, and the public.
Provides liaison with other governmental agencies in assisting in the development, planning, design and construction administration of cooperatively funded projects and programs.
Qualification Guidelines
Knowledge of: Civil engineering principles and practices as applied to public works; related federal and state laws, ordinances, and regulations; methods and techniques utilized in the preparation of public works projects, designs, and related plans, specifications, and cost estimates; the principles, methods, and equipment utilized in surveying and materials testing. Contract administration from start to finish; State and City traffic laws and regulations pertaining to traffic control; equipment and techniques, including operation of AutoCAD (Computer Aided Drafting) software; principles and practices of GIS concepts and processes.
Ability to: perform professional engineering work; including project design; conduct inspections and evaluate construction relative to approved plans and specifications; coordinate the work of others involved in related activities; prepare and maintain records and prepare reports; interpret and apply related laws, ordinances, and regulations; communicate effectively both orally and in writing; establish and maintain cooperative working relationships; work well with other governmental agencies in the processing of cooperatively funded projects.
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary. Example combinations include:
A Bachelor's Degree in Civil Engineering or closely related field and three years of progressively responsible work in the field of civil engineering.
Required Licenses and Certificates
Due to the performance of field duties, an incumbent is required to drive a City vehicle in the course of business and is therefore required to possess, provide and maintain a valid California driver license and proof of an acceptable driving record.
Possession of or ability to obtain certification as a Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD). A valid License as a Professional Civil Engineer from the State of California Board for Professional Engineers and Land Surveyors is desirable. Possession of a California EIT Certificate is required.

Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.
The employee must occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderate.

Benefits for General Unit Employees
Retirement: Membership in the Public Employee's Retirement System (PERS) is as follows: Employees hired after January 1, 2013 who are new to Cal-PERS, or are returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and will be required to pay up to 50% of the "normal costs" currently 8.5%). Returning members with a break in service less than six months may be enrolled into the 2% @ 55 retirement plan formula and will be required to pay 7% of their reportable compensation (employee contribution), if eligible. Furthermore as a result of PEPRA, CalPERS will take into account prior service at a reciprocal retirement system (or system that has similar agreements with CalPERS, such as CalSTRS) when determining your benefit formula when you enter membership with a CalPERS employer.

Paid Holidays: The City currently observes ten holidays plus two floating holidays.
Vacation Leave: Eighty hours per year after completion of one year; 120 hours per year after completion of 5 years; 160 hours per year after completion of ten years or more.
Sick Leave : Credit for sick leave with pay shall accrue at the rate of (8) hours for each calendar month of service. A 3,000 hour Hourly Unit employee who is hired to a full-time position, shall have the right to use any previously earned sick leave while serving their probationary period in the new promotional classification. However, the probationary period will be extended by the amount of time used.
Medical Plan: Each employee has a choice of insurance plans offered through the California Public Employees' Retirement System (CalPERS). The City currently pays the monthly premium cost up to $1,600.
Dental Insurance: Covered through Delta Dental Plan. The City pays 100% of the premium for employee plus dependents.
Vision Insurance: Covered through Vision Services Program (VSP). The City pays 100% of the premium for employee plus dependents.
Group Life Insurance Plan: Life insurance is provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years continuous service, employees are covered with insurance equal to one and one-half times their annual salary.
Voluntary Insurance Plans: Optional Supplemental Life, Short Term Disability, Hospitalization, Accident, and Cancer insurance policies are available at the employee's cost.
Long Term Disability Insurance: The City pays 100% of the insurance plan.
Deferred Compensation: Option plan available at employee's cost.
A Six Month Probationary Period : Must be satisfactorily served by each employee before he/she is considered for permanent employment.
