Overview
The Engineer I - Traffic Signal applies engineering skills in various planning, design, operations, construction, and maintenance of traffic signaling and/or traffic operations projects to develop or maintain the public infrastructure of the City of Dallas. The Engineer I - Traffic Signal conducts traffic engineering studies, traffic operations analysis, traffic microsimulation modeling, capacity analysis, traffic signal timing; designs of traffic signal, Intelligent Transportation Systems (ITS) and streetlights; development and/or review of signs, pavement markings and traffic control plans; and associated work with limited supervision. This position also manages traffic engineering projects with limited supervision.
Essential Functions
1. Provides project management over design and construction contracts for traffic signal, ITS, signs, pavement markings, streetlights, and any other infrastructure improvement projects.
2. Participates in the development of budget and assist in determining funding; engages, interacts, and collaborates with other departments within the City; communicates and provides responses to residents, council members, developers, and other City departments regarding project status.
3. Coordinates all phases of transportation/traffic engineering design and operations projects.
4. Develops, designs, and reviews engineering plans for traffic signal, Intelligent Transportation Systems (ITS), street lighting, traffic control, sidewalks, pavement markings, paving, drainage, erosion control and storm water pollution prevention plans, and project schedules; ensures that the proposed infrastructure improvements are of good design quality and that the projects follow City, State and Federal standards.
5. Provides feedback to Senior Engineer on engineering design invoices, engineering design submittals, contractor progress payments, and other construction documents.
6. Coordinates in the expansion and enhancement of City's Advanced Traffic Management System (ATMS).
7. Contributes to the preparation of agenda packages, administrative action packages, and administrative change order packages for engineering design contracts, engineering supplemental agreements, construction contracts, and construction change orders.
8. Works collaboratively with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and outside, to successfully complete the design and construction of all traffic signaling, street lighting or related infrastructure projects; performs regular site visits to verify progress, responds to engineering concerns, and inspects for project specifications and budget adherence.
9. Guides and trains Engineering Assistants on the team.
10. Performs other related work as assigned.
Knowledge and Skills
- Thorough knowledge of City ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics.
- Knowledge of Texas Manual of Uniform Traffic Control Devices (TMUTCD)
- Knowledge of project management and implementation practices and methods.
- Ability to communicate effectively both orally and in writing with a variety of people.
- Knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation.
- Ability to establish and maintain strong relationships.
- Knowledge of contract management.
- Knowledge of traffic signal systems
- Knowledge of traffic signal controllers and traffic signal timing optimization software
- Knowledge of Computer Aided Design (CAD) software (such as MicroStation or AutoCAD)
- Ability to perform fieldwork in inclement weather conditions and working odd hours, as needed.
- One (1) year in transportation or traffic signal engineering or related field in a professional engineer capacity.
- Bachelor's degree in Science, Engineering from an ABET accredited university.
- Professional Engineering License in the State of Texas or ability to obtain it during the probationary period.
- Valid Texas Driver's license and good driving record.
Salary Range
$77,264.03 - $96,580.04
