This position will also support 24/7 weather and extreme event policy development, planning, implementation, and execution.

Summary
This position is r esponsible for assisting the Engineer - Regulatory Standards & Operational Oversight in ensuring all FRA/LIRR signal testing is performed under FRA/LIRR rules and regulations. Assist with multi-discipline regulatory and industry standards involving maintenance and construction of Engineering Department assets. Investigate incidents and accidents as directed by senior staff. This is a key position in the Engineering Department responsible for ensuring employee and public safety.
Responsibilities:
Responsibilities may include but are not limited to:
  • Assist the Engineer in planning, managing, and coordinating, an audit and validation plan for all FRA/LIRR required asset testing. Maintain test documentation to ensure compliance with FRA (Federal Railroad Administration) Rules and regulations.
  • Assist the Engineer in developing testing procedures to ensure proper testing under FRA/LIRR rules and regulations on all engineering assets. Direct the development of testing procedural manuals for distribution to field personnel. Work with the training department to ensure all procedures are included in training courses.
  • Assist senior management with the direction of multi-division investigative teams responding to Engineering system failures and derailments. Coordinate and develop centralized Engineering reports for multi-division investigations, including after-action response, lessons learned, and recommendation follow-up.
  • Support Engineering Department as liaison to safety, public relations, Transportation, and outside agencies, FRA/DOT (Federal Railroad Administration/Department of Transportation), NTSB (National Transportation Safety Board), PTSB (Public Transportation Safety Board), regarding signal system safety matters. Monitor, review , and provide guidance on policy changes regarding new FRA (Federal Railroad Administration) rules and regulations.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Perform other assignments as requested by Senior Management. Assist and support weather and extreme event policy development, planning, implementation, and execution.
Qualifications
L EVEL I
A.
  • Bachelor's Degree in Engineering/Business, or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, combined years of experience and education required in lieu of a Bachelor's degree must equal 4 and will be required in addition to the experience requirement noted below.
  • Must possess proficient computer skills including Microsoft Office Suite, Adobe Acrobat, and Windows Operating System.
  • Must possess strong communication (both oral and written) and interpersonal skills with the ability to work effectively with all levels of management and to communicate ideas and motivate employees.
  • Must possess strong organizational, planning, analytical, problem solving and decision-making skills demonstrating sound judgment.
  • Must possess a professional demeanor and high degree of integrity.
  • Must possess the ability to assist in managing and investigating under demanding situations, including harsh environmental conditions.
  • Must possess the ability to effectively perform job tasks during temporary non-regular shifts.
  • Must possess recent related engineering (approximately 2 years) experience in one or more of the following disciplines, or successful completion of the Junior Engineer's training program:
  1. SME - SIGNAL
  • Must possess working knowledge/experience in construction, maintenance, & troubleshooting of signal non-vital control systems, signal vital control systems, interlocking, and highway grade crossings.
  • Must possess the capability to assist in the planning, scheduling, coordinating, and analyzing FRA/LIRR tests. The ability to direct signal personnel regarding proper procedures to be used with all FRA/LIRR tests.
  • Must possess working knowledge/experience in FRA and AAR standards.
  • Must possess the ability to utilize signal department data analyzing software programs (i.e. UDA, WDA, Microlok ) used to download evidentiary audit and incident information .
  • Knowledge/experience with Signal Department principles and practices.
  1. SME - TRACK
  • Must possess working knowledge/experience in Track construction/maintenance.
  • Must possess working knowledge/experience in FRA and AAR standards.
  • Knowledge/experience with track calibration, inspections, and maintenance.
  • Knowledge/experience with Track Department principles and practices.
  1. SME - POWER
  • Must possess working knowledge/experience in power system construction and maintenance.
  • Must possess working knowledge/experience in electrical power distribution, generation, frequency conversion, high voltage protection systems including testing, calibration and personal safety practices, basic SCADA, and process control functionality.
  • Knowledge/experience with Power Department principles and practices.
  1. SME - COMMUNICATIONS
  • Must possess working knowledge/experience in telecommunication fields: Networks, PBX, CCTV, Network Security, System Administration and Configuration.
  • Must possess working knowledge/experience of construction and maintenance practice for inside and outside cable plants .
  • Knowledge/experience with troubleshooting communications systems including voice and data network technologies.
  • Knowledge/experience with Communications Department principles and practices.
  1. SME - STRUCTURES
  • Must possess working knowledge/experience in facilities maintenance/management (or demonstrated equivalent directly related experience) preferably in a railroad operation environment.
  • Knowledge/experience of HVAC, escalators, elevators, fire suppression, emergency power systems, plumbing, and infrastructure maintenance.
  • Coordination skills with the ability to coordinate efforts with various Amtrak maintenance, force account, construction forces, 3"' party, and utility supply to vendors.
  • Knowledge/experience with Structures Department principles and practices. Structural Projects, Structural Maintenance, Civil Design or Civil Inspection.
L EVEL II
  • Must possess ALL required qualifications listed above for Level I.
  • Bachelor's Degree in Engineering/Business, or related field.. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree; combined years of experience and education required in lieu of a Bachelor's degree must equal 4 and will be required in addition to the experience requirement noted below.
  • Must possess comprehensive and recent related engineering, auditing, and investigation knowledge/experience (approximately 4 years) in one or more of the following disciplines: Signal, Track, Power, Communications, and Structures .
  • Must possess knowledge of investigative techniques used in incident/emergency management.
  • Must be able to assist in writing/revising procedures as needed.
  • Recent, demonstrated ability to manage/supervise office and/or field personnel.
  • Must possess the ability to conduct interviews and analyze information and data to determine evidentiary value.
  • Must possess prior experience in the preparation of technical reports, such as the development and packaging of the Technical Requirements of Contract Documents.
  • Must possess a strong background in Civil/Electrical Engineering with in-depth knowledge of engineering principles and practices.
  • Must possess prior experience drafting responses and/or correspondence to inquiries, claims, complaints, etc.
  • Must possess extensive knowledge of LIRR Systems and Operations.
B.
  • NY State Fundamentals of Engineering (FE) certification.
  • Experience working in a unionized environment.
  • Quality Assurance/Quality Control experience.
  • General knowledge of procurement and contract administration.
  • Demonstration of increased supervisory capabilities.
  • Consistent compliance with safety regulations and ensuring the safety of those around him/her.
  • Current valid CCNA certification in Routing and Switching.
The Assistant Engineer II position also requires the following minimum requirements if elevated from the Assistant Engineer I position:
  • Recommendation from the Section Head and approval of the Department Head.
  • A 3.0 or better on two consecutive performance appraisals.
  • Completion of 50% of MECC classes .
L EVEL III
A.
  • Must possess ALL required qualifications listed above for Level I & Level II.
  • Bachelor's Degree in Engineering/Business, or related field.. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree; combined years of experience and education required in lieu of a Bachelor's degree must equal 4 and will be required in addition to the experience requirement noted below.
  • Must possess comprehensive and recent related engineering, auditing, and investigation knowledge/experience (approximately 6 years) in one or more of the following disciplines: Signal, Track, Power, Communications, and Structures .
  • Recent related experience managing/supervising staff in a related capacity (2 years).
  • Must possess advanced knowledge and understanding of FRA regulations/train control, AAR standards, and DOT MUTCD.
  • Must possess a strong knowledge of LIRR Corporate & FRA Group policies and procedures.
  • Must possess a strong knowledge of planning, scheduling, coordinating, and analyzing FRA/LIRR tests.
  • Experience writing details, articulating reports , and giving presentations to senior management.
  • Must possess strong problem-solving , strong analytical decision-making , and computer skills.
  • Working knowledge of the interaction between Engineering and other Railroad disciplines.
  • Must possess the ability to provide testimony on engineering-related incidents. Including explanations on all aspects of engineering, as required to: consultants, outside agency representatives, law enforcement officials, legal counsel, and interdepartmental staff.
  • Must possess knowledge in Signal disciplines: Construction, Maintenance, SCADA, PTC.
  • Must possess knowledge in Track disciplines: Construction, Maintenance, ROW, Projects, and Operations.
  • Must possess knowledge in Power discipline: High Tension, Third Rail, and Electric Light & Power.
  • Must possess knowledge in Communications disciplines: Construction, Maintenance, System Administration, Network Security.
  • Must possess knowledge in Structures disciplines: Structural Projects, Structural Maintenance, Civil Design , or Civil Inspection.
The Engineer III position also requires the following if elevated from the Engineer I position:
  • Recommendation from the Section Head and approval of the Department Head.
  • A 3.0 or better on the most recent performance appraisals.
  • Completion of MECC classes.
  • Consistent compliance with safety regulations and ensuring the safety of those around them.
