Employee will be assigned to the Division Of Mining And Reclamation's Logan Permitting Section which covers Boone, Kanawha, Lincoln, Logan, Mingo, Putnam, and Wayne counties.
Employee will perform professional engineering work at the supervisory level providing a wide variety of complex engineering services.

Duties will include, but are not limited to:

  • The review and supervision of all technical engineering aspects and processing of surface mining and underground mining applications to ensure that facilities are designed and operated in accordance with applicable state and federal surface mining, as well as sound engineering practices.
  • Employee will review plans and designs for the construction of roads, dams and sediment structures and review engineering plans and applications to access environmental impact of proposed mining.
  • Will compose reports detailing recommendations, conclusions and findings.
  • Will conduct annual inspections of impoundments as required by the dam control act.
  • Employee will prepare a variety of reports and correspondence and updates computer data files on a regular basis.
  • Will direct, review, and approve the activities of additional staff engineer(s) and serve as a resource for training and direction thereof.
  • Will review data analysis to determine accuracy of subordinates’ work.
  • Will conduct field inspections which may require walking over rugged terrain and in inclement weather.
  • Employee will attend meetings and hearings to observe or attest to the findings of environmental impact.
  • Will attend state and national meetings and seminars to gain and share engineering knowledge.
  • Employee may review lower level engineering work performed.
  • Perform in a supervisory or lead worker role.
  • Will perform other duties as required and/or assigned.

  • Regular attendance is an essential part of this position.
  • Note: The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to be hired and annually thereafter.
  • Note: Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • Note: All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Minimum Qualifications

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Eight (8) years of full-time or equivalent part-time paid experience as a licensed Professional Engineer in a responsible capacity in charge of engineering projects.

Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.

Promotional Only:

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Six (6) years of full-time or equivalent part-time paid experience in the Engineer Series.

Other Information

PG: 25 $70,311 - $125,656

Market Rate: $111,330
