EFK Moen, LLC, is a civil engineering design consulting firm headquartered in St. Louis, Missouri with additional office locations in St. Charles, Missouri, Chicago and Fairview Heights, Illinois, and Atlanta, Georgia. We are currently seeking an experienced Project Manager for a full-time position managing DOT projects in our Fairview Heights, Illinois office. The successful candidate should be highly motivated with a proven track record of leadership as this is an opportunity for expansion and growth in this newly created position/role. Job Description:

Collaboratively work in partnership with our Illinois Regional Transportation Manager to lead civil engineering design projects as a Project Manager in a team-oriented environment. Project emphasis is transportation engineering design for both public and private sectors which range in scope from small to multimillion-dollar designs. Services are provided to a wide range of clients that include state DOTs and other governmental agencies - municipal, county and state.

Duties & Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive:

  • Project manager responsible for delivering quality highway/roadway design projects with a team that adheres to the client's budget and schedule
  • Develop detailed design scope and budget that meets client needs and manage budget throughout the life of the project
  • Collaborate with both internal and external team members including other design disciplines
  • Provide consistent project updates to the client
  • Provide training to staff-level engineers
  • Responsible and accountable for client/customer satisfaction and technical project execution
  • Participate in project proposal preparation and client presentation
  • Responsible for being the Engineer of Record on projects
  • Performs other job duties as assigned

Required Knowledge/Qualifications, Skills & Abilities:

  • Bachelor of Science degree in Civil Engineering from an accredited college/university
  • Registration as a Professional Engineer (PE) in Illinois
  • 10+ years of experience in civil/highway design for state DOT, County, City and/or other municipal clients
  • Proven track record of leading multiple design projects concurrently
  • Have taken a project from pursuit through final plan delivery
  • Experience with Project Management methodologies and best practices
  • Experience in coordinating and collaborating with specialty discipline leads (Traffic, Hydraulics, Structures)
  • Experience in managing subconsultants
  • Proficient in using MicroStation, Geopak, InRoads and/or ORD design software using the CADD environments for IDOT and other area agencies
  • Familiarity with the procedures and methodologies published in the national guidelines (MUTCD, AASHTO, US Access Board, etc.)
  • Working knowledge of transportation engineering, roadway design, multimodal and Complete Streets design, intersection planning and design, pedestrian and bicycle safety, and general understanding of the project delivery process
  • Excellent verbal, written, interpersonal communication and organizational skills
  • Proficient in Microsoft Word and Excel

Preferred Additional Knowledge/Qualifications, Skills & Abilities:

  • Familiarity with IDOT guidelines and standards with specific Interest in active transportation design and innovative intersections
  • Desire to mentor younger staff
  • Demonstrated experience of organizing and training junior team members on various project components
  • Desire to be involved with business development and project pursuits
  • Experience in giving client presentations
  • Experience with developing, negotiating and reviewing design fee proposals and contracts
  • Additional experience:
    • Drainage Design
    • Intersection Control Evaluations (ICE) or warrants
    • Traffic Studies
    • Safety Studies
    • Roadway Safety Audits (RSA)
    • Value Engineering (VE)

Physical Qualifications:

  • Ability to sit at desk for extended periods of time
  • Ability to type and/or use a computer for extended periods of time
  • Sufficient visual ability to focus attention on extended use of electronic documents and software
