General Definition of Work

Performs difficult professional work managing the design of roadway, greenway, water, sewer and enhancement projects approved by City Council and/or the City/County Utility Commission, and related work as apparent or assigned. Work is performed under the general direction of the City Engineer. Continuous supervision is exercised over Civil Engineering Design Supervisors, Senior Civil Engineer, and Senior Engineering Technicians.

  • Manages the design of roadway, greenway, water, sewer and enhancement projects approved by City Council and/or the City/County Utility Commission; attends related public meetings to provide feedback to citizens.
  • Selects and manages outside consultants for the design of bridge replacements, roadway, greenway, water, sewer and enhancement projects; attends related public meetings to provide feedback to citizens.
  • Approves and prepares contract specifications, bid documents and construction estimates; supports engineering staff as necessary by attending pre-bid conferences and bid openings; approves contract addendums; makes recommendations regarding approval.
  • Mentors staff by providing design/project management guidance, training opportunities and advice on writing style adjustments.
  • Reviews and seals design drawings and contract specification prepared by staff engineers that have not obtained a professional engineering license.
  • Approves and reviews property drawings, easements and right-of-way descriptions, appraisals, and deeds associated with construction projects.
  • Selects and manages outside consultants for geotechnical and civil engineering services, to include subsurface investigations, hydraulic modeling of FEMA regulated streams, wetland delineations, roadway designs, structural designs, signal designs, etc.
  • Provides engineering solutions to construction related issues on projects; provides technical engineering expertise and information regarding City policies and procedures to city staff, citizens and the media.

Knowledge, Skills and Abilities

Comprehensive knowledge with the design and bidding of water mains, sewer mains, roadway improvements and pedestrian facilities; ability to work as a project manager for a number of varying projects simultaneously; thorough knowledge with NCDOT policies, procedures and standards; comprehensive knowledge of Federal and State permitting related to horizontal construction; ability to prepare necessary documents used for purchasing right-of-way and/or easements and the legal process required for filing and condemnation; thorough knowledge of Federal FEMA regulations related to impacts on regulated streams; ability to operate AutoCAD and AutoCAD Civil 3D; extensive knowledge of Microsoft Office Suite and position specific software; ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public. General understanding of construction surveying means and methods, along with converting survey files into AutoCAD drawings.

Education and Experience

Bachelor's degree with coursework in Civil Engineering, or related field and extensive experience with design, bidding of water mains, sewer mains, roadway improvements, pedestrian facilities, project management, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

  • Professional Engineering License issued by the NC Board of Examiners for Engineers and Surveyors
  • Computer-aided Design and Drafting (CADD) Training Preferred
  • Project Management Professional Certification Preferred
  • Possession of a Valid Drivers License
