Summary:
The Training Instructors will provide performance-oriented training using the TRADOC approved Programs of Instruction (POI). Training provided by the Sustainment Center of Excellence (SCoE) can be classroom training and/or hands-on performance-oriented training, simulation/virtual training, and/or field exercise training. Further, in support of the Advanced Individual Training (AIT) Transformation Strategy, field training exercises will be in a rigorous environment that replicates in a field unit and/or combat scenario-driven live-fire training in a realistic and safe environment.
The work is to be performed primarily at Fort Gregg-Adams, VA, but may also include other SCoE element training sites to include Joint Base Langley Eustis (JBLE), Virginia (formerly known as Fort Eustis), Fort Walker, Virginia (formerly known as AP Hill).
Responsibilities:
- Shall support the government by developing training products for the operational force.
- Shall use the Army Learning Policy and Systems that manage, analyze, design, develop, implement, and evaluate (ADDIE) learning products for all three domains of Army learning.
- Provides courses/events based on individual tasks/topics at institutions to ensure Soldiers and Army civilians meet established learning standards.
- The Army provides many enablers to assist individuals in self-development, which maximizes leader strengths, reduces weaknesses, and enables individual development goals. TOs requiring work in this area will generally require research and writing resulting in the development or revisions to existing Sustainment program training documents and materials, DoD, or DA Technical Manuals, New Equipment TSPs, training documents and materials, e.g., POIs, graphic training aids, classroom reference materials, and Training Aids, Devices, Simulators, and Simulations (TADSS).
- Interface in the management of various types of extension and institutional instructional materials and selects the most cost-effective media mixes for presenting instruction.
- Developing and revising Army Training and Evaluation Program (ARTEP) products such as Mission Training Plans (MTP); research and development of Training and Evaluation Outlines (T&EO) for collective tasks; preparing information and issue papers; internal and external staffing of training development products; preparation of briefings and training development related presentations; and attendance at and participation in meetings, conferences, and work groups.
- Provide logistics and unit training management expertise required to design and develop unit training management products.
- Provide personnel to augment the collective training division staff responsible for developing training products for operational units.
- Shall serve as a training specialist performing a variety of analytical, planning, and related tasks concerned with collective and unit training of Active and Reserve Component Sustainment personnel and organizations in garrison and field environments.
- Develop and maintain the following training management products: collective tasks and Mission Training Plans (MTP) for sustainment units at each echelon (platoon to brigade). The government shall provide access to the following training management databases: Training Development Capability (TDC), the Army Training Management System (ATMS) development tool, and Central Army Registry (CAR).
- Perform research and provide accurate information resulting in the training development for Institution, Unit/Operational and Self-Development training requirements IAW TR 350-70-13, Systems Training Integration, AR 350-1, TR 350-70, AR 70-1, The Joint Capabilities Integration and Development System (JCIDS) Manual and other pertinent regulations.
- Coordinate, integrate and assist in the development of feasible and affordable Training requirement ion and interface in the management of various types of extension and institutional instructional materials; selects the most cost-effective media method for presenting instruction.
Qualifications:
Necessary Skills and Knowledge:
- Shall possess an understanding of overall collective training content/structure, the Systems Approach to Training (SAT) process, a practical knowledge of the Army’s operations process such as the Military Decision-Making Process (MDMP).
- Contractor personnel apply the knowledge of a subject matter expert in the planning, developing, and reviewing of collective training materials.
- Shall be knowledgeable of all applicable regulations and doctrine for logistics and training.
- Must be proficient with MS office computer programs (Word, PowerPoint, Excel) and SharePoint, and ensure ability to access all required training tools and databases.
- Must be able to speak, write, and comprehend the English language.
Minimum Qualifications:
- Minimum five (5) years of experience in TDC, which is the Army system of record for POI development.
- Minimum five (5) years of experience in the development of unit training management and conducting logistics operations.
- Successfully completed IDBC or equivalent.
- Ability to successfully pass an employment background check.
- Must be a U.S. citizen and have a valid T3 investigation with Secret or Interim Secret eligibility at the start of this contract.
- Not required to have a SECRET security clearance; however, they do need a favorably adjudicated tier 1 investigation in order to be issued a Common Access Card (CAC).
Preferred Qualifications:
- Bachelor’s degree in any field is desired.
