The Position

Under general supervision (Junior Engineer ), direction (Assistant Engineer ), or general direction (Associate Engineer ), performs professional field and office engineering work related to the management, design, planning, construction, and maintenance of a wide variety of civil and structural Capital Improvement Program (CIP), land development, traffic engineering, and/or infrastructure projects; responsible for all phases of work from initial concept to project closeout; confers with developers, consultants, contractors, and representatives of other agencies on assigned projects; manages the progress and finances of assigned projects; performs a variety of studies and prepares and presents staff reports; responds to questions and inquiries from the public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Junior Engineer: This is the entry-level classification in the professional engineering series. Initially under close supervision, incumbents learn and perform routine professional and technical engineering work. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Associate Engineer level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Assistant Engineer: This is the first working-level classification in the professional engineering series. Incumbents perform routine professional and technical engineering duties and coordinate project tasks. As experience is gained, assignments become more varied, complex, and difficult. Positions at this level perform the duties required of the positions at the Associate Engineer level but usually exercise less independent discretion and judgment in matters related to project management, budgets, operational programs and projects, and work procedures and methods. Work fits an established structure or pattern.
Associate Engineer: This is the fully qualified journey-level classification in the professional engineering series. Positions at this level are distinguished from the Junior and Assistant Engineer by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Duties and Responsibilities
Essential Functions: The functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Positions at the Junior and Assistant Engineer level may perform some of these duties and responsibilities in a learning capacity.
  • Plans, designs, and inspects all phases of civil engineering public works construction projects; including design, review, public meetings, bidding, and construction; coordinates with permitting, public utility agencies, and regulatory and funding agencies; performs historical document research and review; surveys and analyzes alternatives; prepares and reviews plans, specifications, and cost estimates; performs research, map, and field studies and surveys; drafts site plans with specialized computer software; coordinates construction schedules with other projects and agencies; inspects construction of projects to ensure compliance with construction documents.
  • Provides technical and functional direction and training to other engineering, technical, or contract staff.
  • Develops project timelines and sets priorities; assigns work tasks and oversees the services of consultant staff; monitors progress and reviews products and services of consultant engineers, including special inspectors and surveyors.
  • Reviews construction plans prepared by consulting engineers and private contractors to verify compliance with City, state, federal, and/or industry standards and requirements for construction infrastructure; checks plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; reviews engineering calculations of other engineers or engineering technicians; participates in pre-design, construction, and utility coordination meetings and issues construction permits.
  • Provides construction administration, public relations, management, and inspection of construction projects, including coordinating work with other City departments and agencies; reviews and inspects work to preserve public safety and ensure conformance with plans and specifications; tracks and maintains all project accounting; coordinates schedules; provides public notices of projects.

Qualifications
Minimum Qualifications
Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in civil engineering or a related field.
Junior Engineer Experience: None.
Assistant Engineer Experience: One (1) year of increasingly responsible professional engineering experience performed in a learning or training capacity equivalent to a Junior Engineer with the City of San Leandro.
Associate Engineer Experience: Two (2) years of increasingly professional engineering experience equivalent to an Assistant Engineer with the City of San Leandro.
Licenses/certifications/other requirements: Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings, and perform field work. Classification requires the possession and continued maintenance of a valid class "C" California driver's license and insurance requirements for operating a motor vehicle.
Junior Engineer: None.
Assistant Engineer: Possession of a valid certificate of registration as an Engineer-in-Training (EIT), issued by the California State Board of Registration for Professional Engineers and Land Surveyors.
Associate Engineer: Possession of a valid registration as a Professional Engineer (PE) issued by the California State Board of Registration for Civil and Professional Engineers, to be maintained throughout employment.
