SUMMARY:

The Manager, Project Engineering is responsible for managing the Project Engineering function, within the Operations Team for Crowley Wind Services. The Manager, Project Engineering will develop high-level technical solutions, new products, and services offerings, preparing of Risk Assessments/Method Statements and/or detailed technical procedures, and support terminal and marine operations with on-site or remote engineering expertise.


GENERAL RESPONSIBILITIES:

  1. General technical oversight for Crowley Wind Service’s Terminal and Marine/Offshore Construction scopes of work including activities such as onshore and offshore lifting or Ro/Ro operations, flexible product lay operations, subsea construction and ROV operations, anchor handling or jack-up operations, topside or wind turbine installation operations, and supporting logistics operations.
  2. Ensure work is being performed in compliance with company and industry standards as well as local, state, and/or federal guidelines and regulations.
  3. Work collaboratively with the preparation of technical RFP scopes of work, analyze services, negotiate rates and technical solutions provided by vendors, and recommend changes when appropriate.
  4. Participate in the evaluation of subcontractor bid packages and make recommendations for awards.
  5. Work cross-functionally with CWS and CES to lead Project Engineers and supporting subcontractors.
  6. Assist with development, enhancement and implementation of policies, procedures, and standards.
  7. Produce and/or oversee production of technical procedures such as Risk Assessments & Method Statements, Lifting Plans, Deck Plans, Stowage Plans.
  8. Manage internal and/or external design engineering subcontractors to complete more detailed engineering studies.
  9. Provide on-site supervision of high risk or high priority technical operations i.e. vessel loadouts, system tests, ballasting operations, as needed.

EDUCATION:

Bachelor’s degree in marine engineering, Civil Engineering or Mechanical Engineering or equivalent experience.


EXPERIENCE:

5-8 years of related offshore or marine engineering experience, of which at least 2 are in a supervisory capacity. Experience in one or more of the following areas: offshore wind or offshore oil & gas construction, heavy lifting operations, flexible products installation, subsea and ROV operations.


TECHNICAL PROFICIENCY:

Proficient in Microsoft Office products, including Excel, Outlook and Word. Proficiency in AutoCad 2D or similar software. Working knowledge of DNV-ST-N001 Marine Operations.


COMPETENCIES:

Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships. Ability to prioritize, organize and perform multiple work assignments simultaneously. Ability to train and direct the work of others. Ability to develop and implement policies, procedures, goals, and objectives. Ability to effectively manage projects that may vary in nature and scope. Knowledge of and ability to identify safety hazards and necessary safety precautions to establish a safe work environment. Knowledge of federal, state, and local safety regulations, protocols, and procedures as they pertain to environmental health standards. Knowledge of procurement, budgeting, and administrative management. Knowledge of the concepts, principles, and practices of marine engineering.


OTHER:

Subject to a Motor Vehicle Records (MVR) check to obtain your driving history. Will require a TSA Transportation Worker Identification Credential (TWIC). May require occasional offshore visits which will require passing OGUK or USCG Physicals and completing physically intensive safety training such as Global Wind Organization Basic Safety Training and HUET.

WORKING CONDITIONS:

Works both inside an office environment and outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time. Travel to ports, vessels, and offshore locations as well as meetings/workshops is to be expected. Overall travel expected to be 20%.
