JLL is seeking an experienced, highly driven and motivated individual to serve in a role as System Owner for facilities electrical systems and their components. The successful candidate will represent JLL on behalf of the owner, and will be responsible for Life Cycle management of electrical systems, automation platforms, components, and documentation.


Job Description


Customer Relationships (Client)


  • Ensure client satisfaction with delivery of facility management services and provide a lead role in monitoring and increasing customer satisfaction.
  • Develop excellent partnership with client through trust, actions and results.
  • Comply with all GMP and Non-GMP requirements of the Client contract and meet or exceed key performance indicators.
  • Deliver an exceptional quality of service to the client, as reflected by client feedback.

Leadership/Staff Management (People)

Service Delivery (Growth)


  • Primary responsibility is to act as system owner of a large and complex electrical systems and its components throughout the system’s life cycle in a GxP environment by ensuring all service activities and documentation is compliant with good documentation practices (GDP), quality compliance requirements, and applicable standard operating procedures.
  • Responsible to evaluate electrical systems, products, components, and applications, which includes but not limited to electrical distribution system, solar systems, emergency electrical generator, UPS, switch gear, electrical sub-stations, and other electrical devices by designing and conducting research programs by applying knowledge of electrical engineering concepts in compliance with applicable law, JLL policies and other pertinent codes and requirements.
  • Lead facilities energy programs and initiatives such energy consumption analysis & trends, energy treasure hunt activities, calculate projected energy savings, energy continuous improvement and innovation projects.
  • Lead site facilities services standards for electrical safety in the workplace by reducing exposure to major electrical hazards based on NFPA 70E requirements.
  • Support EHS team to fully comply with all EHS programs requirements, and assist with any technical issues arising from an incident, near miss, good catch, investigation or other circumstances which require mechanical expertise.
  • High Voltage Switchyard (115kV) operations with knowledge of: SF6 Switches Breaker Operations & Maintenance, Gas Handling, High Voltage Oil Filled Transformers, and Protective Relays (Digital & Electro-mechanical).
  • Accountable for day to day electrical maintenance and troubleshooting activities as system owner, verifying efficient operation of automation systems and related equipment as well as assisting facilities managers with building functions.
  • Provide suggestions to optimize building system programs for efficiency, cost savings, and energy management.
  • Provide recommendations and suggest improvements to prevent deficient conditions.
  • Identify, recommend, and implement changes to electrical systems to improve system capacity utilization and energy efficiency.
  • Oversee OEM vendor site visits and meet with teams to gather data to develop more efficient control strategies/sequences.
  • Provide recommended scope of work for projects and assist in implementing approved system changes.
  • Provide hands on repairs to systems.
  • Train and coach team members in various aspects of electrical operation, repair, and system maintenance.
  • Develop a critical spare parts inventory for the system and end devices.
  • Perform various quality control checks on updates performed by internal teams and external contractors; provide root cause analysis and make recommendations to remedy issues, make repairs, conduct inspections and oversee vendor contract tasks to improve systems operations.
  • Responsible to support systems via remote computer access, and provide phone support to on-site operations. This support is required during business as well as non-business hours. Project support may be required during holidays.
  • Provide engineering assessments and reports, conceptual drawings, and cost estimates.
  • Perform engineering studies and assessments for LRPM (Long Range Plan for Maintenance) projects.
  • Support capital projects by having active participation in project design reviews and project commissioning planning as this relates to electrical systems. Review, pre-approve and post-approve all commissioning documentation for system additions, modifications and retrofits. Where appropriate, perform system commissioning work.
  • Perform thorough and detailed existing system re-commissioning throughout the campus as required. Assist project managers and consultants in testing development, system retrofits and additions, and system operational review.
  • Review system condition assessments and develop recommendations for system components. Oversee major maintenance projects for mechanical systems.
  • Develop and/or review scope of work for vendor contracts.
  • Comply with all GMP and Non-GMP requirements of the client contract and meet or exceed key compliance requirements.
  • Ensure compliance of all regulatory laws and guidelines are met in accordance to their SOP’s as they relate to the work being scheduled by maintaining JLL's practices across all maintenance activities to meet client and authority having jurisdiction (AHJ) compliance requirements.
  • Follow all Company mandated change-control procedures as they relate to GxP and EH&S requirements.
  • Recommend continuous quality improvement practices and look for business efficiencies.
  • Ensure client satisfaction with delivery of facility management services and provide support in monitoring and increasing customer satisfaction.
  • Oversight of Client Portfolio will require (25%-30%) travel.

Qualifications


  • BA/BS in electrical engineering, engineering technology, or other related engineering degrees.
  • Have a minimum five (5+) years as an electrical engineer or equivalent engineering discipline, or combination of education and experience.
  • Have a minimum five (5+) years of construction, commissioning and start-up experience for central utility electrical systems.
  • System expertise should focus on chilled water/steam/electrical generation and distribution, including industrial power experience and knowledge of IEEE/NFPA required for compliance and system analysis (e.g. short circuit analysis, protective relay coordination arc flash analysis, power load analysis, reliability engineering, etc.).
  • Direct experience with regulated environments (e.g. GMP, OSHA, EPA, etc.) Must have an in depth understanding of standards and practices developed by Regulatory agencies; NFPA 70E, UL508A, National Electrical Codes, and ISA.
  • High Voltage Switchyard operations (115kV) certifications or NETA Equivalent.
  • Demonstrated expertise and proficiency in experience with engineering, design, operation or maintenance of industrial central utility systems, including building management systems (BMS) and environmental management system (EMS).
  • Duties include programming, installing, start-up, troubleshooting, and the repair of automation control systems. This work may include hands on activities.
  • Ability to diagnose, repair, and return electrical systems back to efficient operation. Can work in the field and perform troubleshooting of electrical devices.
  • Ability to train and coach operations teams to increase their ability to work with and operate electrical systems.
  • Knowledge and proficiency in operation and maintenance of windows based computers applications, computerized maintenance management systems (CMMS), Databases, MS Visio, etc.
  • Must be self-motivated with the ability to work alone, as well as with multiple teams consisting of operational staff, client managers, vendors, and contractors via on site presence, telephone, and email.
  • EIT or PE a plus.
  • Excellent verbal and written communication skills.
  • Advanced computer and office software skills, as plus.
