Department Summary:

MITRE’s newly established Commerce division is responsible for leading the U.S. Department of Commerce work program through the Center for Enterprise Modernization (CEM) Federally Funded Research & Development Center (FFRDC). The new division is establishing three new departments that will be responsible for partnering with the U.S. Department of Commerce to build a stronger, more resilient U.S. economy:

  • Federal Statistics, Data Science and Integration
  • Department Oceans and Atmosphere Department
  • Trade, Technology and Standards Department

The departments will be responsible for deeply understanding the priorities of the Department of Commerce and its component bureaus’ missions (e.g., NIST, NTIA, ITA, BISC) and developing system engineering solutions and data analytic related capabilities to solve the nation’s most pressing economic issues. The departments will support activities within the Commerce Division and in direct engagements with DOC stakeholders. The departments will serve as key resources across the Center for Government Effectiveness and Modernization (CGEM) and act as gateways to MITRE’s Independent Research and Development program, Labs and National Security Sector.

Roles & Responsibilities:

The Division Chief Engineer will support the work of three newly established Commerce departments and the Managing Director and Director of Strategy and Engagement.

As a key technical leader within P830, the Chief Engineer will be primarily responsible for the quality of our deliverables, to include strengthening project-management practices as needed, and for supporting the Managing Director in responses to CGEM and MPS leadership requirements. In addition, the Chief Engineer will lead innovative technical solutions for our sponsors by engaging with the independent research & development programs, MPS/CGEM strategic initiatives, and other programs aimed at driving high value/high impact outcomes. The Chief Engineer will also work with the Managing Director, the Director of Strategy and Engagement, and department heads to build and oversee the division’s human capital and staffing strategy. Highly competitive candidates will bring an exceptionally strong and broad technical background, including demonstrated expertise and technical leadership in one or more of the primary areas through which we deliver expertise in: systems engineering; enterprise transformation and strategic program management; data architecture or solutions; enterprise IT systems and applications; enterprise level acquisition and program management; and/or economics and global competitiveness.

The selected candidate will serve as an integral member of the division’s leadership team and will be expected to work in partnership with other department and division leaders to guide our technical direction, ensure quality and impact of current direct work, shape the future of our work program, and support the growth of our workforce. The CE must be able to balance division responsibilities with direct work program commitments with a typical allocation of 50-60% coverage for CE responsibilities.

Accountable to the respective Managing Director and Director of Strategy and Engagement for the successful planning, development, and execution of a portion of the portfolio’s sponsor strategic outcomes and associated work program, as well as responsible for ensuring products delivered to sponsors from the department are of high technical quality, and ensures the hiring, development, and support of their workforce.

The successful candidate must partner with Department of Commerce sponsors by demonstrating credible expertise and knowledge of Department of Commerce and the various bureaus’ missions and building strong MITRE capabilities and branding to assist the government in keeping the U.S. economy and its industries competitive globally.

Basic Qualifications:

  • Requires minimum of: 12 years experience with a Bachelor’s degree, or 10 years experience with a Master’s degree, or 7 years experience with a Ph.D., or an equivalent combination of related education and work experience.
  • This position requires a minimum of 4 days a week on-site.

Technical Background:

  • Strong technical grounding in one or more of the primary areas through which we deliver expertise in: systems engineering; enterprise transformation and strategic program management; financial stability and security; financial systems; data architecture or solutions; enterprise IT systems and applications; enterprise level acquisition and program management; and/or economic modeling and global competitiveness.
  • Demonstrated experience with all aspects of project leadership such as work shaping, staff planning and selection, recruiting, mentoring, budgeting, and reporting.
  • Extensive domain knowledge relevant to our sponsors: technology adoption, data integration and cloud migration, workforce upskilling, federal statistics, cybersecurity, regulatory frameworks and processes, large-scale data management; leveraging data across DOC bureau, and economic analysis.
  • Solid understanding of the Department of Commerce, its bureaus and program offices, including their organizational constructs, priorities, and missions.
  • Extensive experience translating operational mission needs into acquisition, technical, and programmatic requirements and aligning program elements to overarching mission.

Communication:

  • Excellence in communicating complex sponsor needs, programmatic considerations, and operating concepts to interdisciplinary MITRE project teams (engineers, data scientists, computational modelers, and so on).
  • Outstanding ability to work closely with government program managers, information managers, office directors, and research leads to identify key requirements and constraints, understand what “quality” looks like to sponsors, and elicit constructive feedback.
  • Ability to assemble, integrate, and synthesize disparate elements or activities to explain how they contribute to support for a strategic mission objective or outcome, especially as TEC work program relates to priorities and needs of senior CGEM and MPS leadership.

Preferred Qualifications:

  • TS/SCI.
  • Advanced degree (MS/PhD) in engineering, computer science, engineering management, economics, finance, or other related field;
  • Deep knowledge in one or more of the following areas: Extensive domain knowledge relevant to our sponsors: financial systems and stability, including payments technologies; cybersecurity; regulatory frameworks and processes; large-scale financial data management; and economic analysis.
  • Demonstrated ability to develop strategic relationships with senior sponsors and convert those relationships into impactful outcomes on major initiatives, technical challenges, and priorities.
  • Experience working with the Treasury Department, the Federal Reserve, and across the MITRE Corporation.
