Position Overview:
The mission of the Maritime Administration's (MARAD) Office of Port Infrastructure Development is to improve the maritime transportation system, including ports, through investment, integration, and innovation to meet the current and future needs of the Nation.
The civil engineer will also provide technical guidance and assistance in planning and developing intermodal facilities, and develop, coordinate, and execute civil engineering related projects as assigned. Typical duties involve oversight of marine infrastructure and facility projects related to ports and port related infrastructure such as piers, docks, berths, seawalls, bulkheads, bridges, roadways, railyards, intermodal facilities, cargo laydown areas, lighting, stormwater improvements, etc.
Responsibilities:

    • Apply knowledge of the principles, techniques, and practices of civil engineering to a wide range of port and port related infrastructure projects
    • Prepare schedule and scope of work narratives for project grant agreements.
    • Review project documents, plans, and specifications submitted by grantees to ensure conformity to established civil engineering standards, practices, and requirements.
    • Coordinate projects, schedules, design data, and justification with grantees and their representatives.
    • Demonstrate familiarity with design ideas that are practical, economical, and efficient to accomplish objectives.
    • Evaluate drawings, projected performance time, and costs.
    • Use sound judgment and professional experience to ensure that the grantee is exercising sufficient control of operations to produce work in conformance with plans and specifications.
    • Perform technical review of architectural & engineering and contractor prepared drawings and specifications;
    • Conduct engineering studies of mission support activities and real property facilities and systems and consult with contractors and manufacturer's representatives regarding problems with design, operations, and equipment.
    • Prepare comprehensive risk assessments of construction projects based on review of plans, specifications, estimates, schedules, and engineering studies.
    • Evaluate technical aspects of grant applications
    • Review engineering studies related to construction projects to assess risk.
    • Review quarterly construction reports for accuracy and completeness and draft recommendations for acceptance/rejection.
    • Analyze engineering planning for proposed intermodal port facilities including channels, docks, wharves and piers, warehouses, cargo handling equipment and methods, rail and highway access routes, and other intermodal systems.
Requirements
    • A degree in Civil Engineering or closely related field at least 5 years of experience in the engineering of infrastructure or large civil works projects
    • Experience in managing the design, engineering, or construction of Federal or State funded transportation infrastructure projects.
    • Experience in engineering complex marine infrastructure, road, bridge, or rail projects.
    • Ability to communicate effectively both verbally and in writing, understand complex issues, maintain good working relations, and meet basic professional performance standards.
    • Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain transportation infrastructure.
    • Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing civil engineering projects and resources, including monitoring and inspecting costs, work, and contractor performance.
    • Ability to identify problems, determine accuracy and relevance of information in support of analysis and problem solving and demonstrate sound judgment to generate and evaluate alternatives and make recommendations.
    • Ability to interpret, evaluate, and summarize complex issues relating to civil engineering related to the planning, execution, and administration of Federally sponsored transportation infrastructure projects and generate and evaluate alternatives and make recommendations.
    • U.S. Citizenship required
