Performs professional engineering and administrative work in the design of public works and utility facilities; managing and overseeing a variety of maintenance and capital improvements projects, including contract administration; review and comment developers engineering projects; does related work as required. Reports directly to the Assistant City Engineer.
Responsibilities:
- Responsible for the preparation of a variety of estimates, designs, and specifications for a variety of capital improvements projects conducted by in-house staff and consultants;
- Provides project management and engineering work on capital improvement projects;
- Reviews and approves site and construction plans, and specification for codes conformance to established departmental standards, policies, and sound engineering principles;
- Reviews and approves pay request/invoices and change orders for construction projects;
- Participates in the preparation of specifications, maps, plans, profiles, field notes, and designs of capital improvement projects;
- Reviews, authorizes, and monitors construction permit compliance by private developers, inspects projects, prepares cost estimates, and initiates for noncompliance;
- Reviews new development and redevelopment projects, engineering and construction plans to assure compliance with applicable Federal, State, and local laws, regulations, policies and procedures and makes recommendations for necessary revisions;
- Responds to resident, business, and other City customer inquiries;
- Works in conjunction with consulting engineers and other governmental agencies on the coordination of capital projects;
- Assists in the preparation of long-range plans for needed capital improvements;
- Coordinates the activities of City, State and the Federal agencies, private contractors, and others involved with City projects;
- Reviews Municipal and private development projects for compliance with NPDES requirements;
- Assists with all tasks related to NPDES reporting requirements related to City stormwater utility systems;
- Works in conjunction with GIS Analyst on the data maintenance and management of the GIS stormwater utility assets and operations;
- Provides support to stormwater and Streets Divisions.
Qualifications:
- The principles and practices of civil engineering as related to the preparation of plans and specification, design, construction, and maintenance of stormwater utility projects;
- Modern methods and techniques as applied to the design, construction, and maintenance of public works and utility projects;
- Land and engineering survey systems, methods, and techniques of engineering drafting;
- The principles, practices, and techniques of computer-aided engineering drafting;
- Federal, State, and local laws governing surface water management;
- Establish and maintain effective working relationships with City officials, employees, contractors, and general public;
- Express ideas clearly and concisely, both orally and in writing;
- Prepare and present technical reports;
- Attend after-hour meetings as needed.
Minimum Requirements:
- Bachelor’s degree from an accredited college or university with major course work in civil or environmental engineering; AND
- Received a passing score in the Fundamentals of Engineering (FE) exam, OR 3+ years of experience performing professional work related to stormwater utility projects.
- Possession of a valid State of Florida Class “E” driver’s license is required.

- Working in an outdoor area where exposure to animals, reptiles and/or insects may occur.
- Working with equipment or performing procedures where carelessness would probably result in minor cuts, bruises or muscle pulls.
- Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like.
- Moving self in different positions to accomplish tasks in various environments, including tight and confined spaces.
- Operating motor vehicle.
Essential Employee Designation:
When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, employees in this classification will be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work details, employees deemed necessary shall be required to work.
