SUMMARY:
Coordinates the preparation of engineering plans and specifications. Monitors the progress of
construction in public ways and documents the improvements on Town approved software. Assist with
MS4 Permit requirements. Supervise various DPW Projects. Shall be available for all emergency
response operations.
RESPONSIBILITIES:
1. Provide technical and administrative support to the Town Engineer for all divisions of the
Public Works Department - Highway, Drain, Tree, and Fleet Mechanic.
2. Works under the direct supervision of Town Engineer. Responsible to plan own daily workload
independently according to established procedures or standards, working in conjunction with
Town Engineer assigned tasks and projects. May provide functional guidance to working staff
without acting in a supervisor role. Provide guidance to contractors and consultants if
designated by Town Engineer.
3. Performs daily inspection work of DPW crews and Contractor crews, including supervision of
certain tasks as they relate to the installation of utilities (drains) and the constructing of
roadways. Witness testing of pipelines and appurtenances to ensure the integrity of the
installation and workmanship.
4. Assist Town Engineer with all Aspects of the MS4 program including performing necessary
plan reviews; inspections of stormwater facilities; Illicit Discharge Detection Elimination
(IDDE) program requirements issuing and documenting compliance actions; maintaining clear
records of all MS4 related actives; monitor regulatory issues; and taking complaints and
questions from residents, contractors, developers as needed.
5. Serve as competent person as required for DPW crew work.
6. Maintaining daily flow of progress as well as documentation of information pertinent to
controversial matters that become relevant to possible court cases. Work also includes plan
review, inspections, and supervision of testing procedures for workmanship.
7. Assists Town Engineer in managing contracts for work performed by contractors, inspecting
work for compliance with plans and specifications, measuring work completed and maintaining
field inspection notes. Oversees assigned projects to ensure contractor compliance with time
and budget parameters for the project.
8. Performs technical reviews on site plans, subdivisions and engineering calculations submitted
to the Town. Review subdivision plans with the Town Engineer to assure Town standards are
met.
9. Assists Town Engineer in preparing plans, specifications, cost estimates, and contract
documents, requests for proposal/qualifications (RFP) for consulting and engineering services.
Assists in the preparation of storm drainage and street system maps, databases, and
comprehensive plans.
10. Research plans and records for municipal properties and projects and provide records to the
public. Responds to public or other inquiries relative to engineering procedures on specific
projects and other information.
11. Aid in the continual update of the GIS database as Town projects progress.
12. Aid in the preparation of reports, surveys, plans, and specifications utilizing industry tools and
software including Access and Excel, ArcGIS, AutoCAD, Total Station and Trimble
instrumentation.
13. Ability to communicate effectively, orally and in writing with employees, consultants,
contractors and other governmental agency representatives, as well as Town officials and the
general public.
14. Supervise DPW projects as Directed by Town Engineer, Assistant Director
15. Shall be available for all emergency response operations. Must be available for snow removal,
de-icing operations, emergency, and public safety work as needed. This may include working
on holidays and after regular working hours.
16. Other duties include filing, counter service, printing, issuing permits (numerous types),
answering telephone calls.
17. Performs other related duties as required, directed or as the situation dictates.
QUALIFICATIONS REQUIRED:
Bachelor's degree in civil engineering with one to three (1-3) of progressively responsible related
experience; or any equivalent combination of education and experience. Engineer in Training
Certification required. Must possess a valid Commonwealth of Massachusetts Driver's License.
Must have extensive computer experience including AutoCAD, GIS, Excel, MS Project, and database
programs.

Surveying experience and GIS Certificates preferred.
ACCOUNTABILITY:
Under the direction of the Town Engineer, accountable for duties and responsibilities related to
operation of highways, MS4, and associated systems. Errors or omissions could result in lost
revenue, increased expenditure, and negative customer reaction. Some support on policy
improvement may be required to interpret and make recommendations to Town Engineer
regarding policy.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Regularly operates an automobile/light truck. Employee must be able to access all levels of a
construction site and traverse uneven terrain. Vision and hearing at or correctable to normal ranges.
May be required to work in adverse weather conditions, dust, mechanical hazards and travel between
several locations. Must be able to lift more than 50 lbs and various physical demands (climbing,
kneeling, bending, sitting, prolonged standing, and prolonged visual concentration).
While performing site inspection/observation and land surveying responsibilities, employee is
frequently exposed to variable outdoor weather conditions and the hazards associated with construction
sites and public works projects.
Design and administrative work is generally performed under typical office conditions. Normal office
environment, not subject to extreme variations of temperature, noise, odors, etc., is performed in a
moderately noisy work environment, with constant interruptions. Frequently subjected to the demands
of other individuals and the volume and/or rapidity with which tasks must be accomplished.
Operates computer, printer, plotter, video display terminal, keyboard, calculator, telephone, copier,
facsimile machine and all other standard office equipment requiring hand-eye coordination and finger
dexterity. Balancing, crouching, grasping, pulling, reaching and stooping may also be required.
