About The Role

COE is seeking a Data Engineer to provide Agile data science and analytics support consultation to our federal client with an emphasis on Human Resource solutions including HR Information Technology, Program Management, Human Capital Data Management and Modernization (HCDMM), and other data programs. This position will be mainly remote with occasional travel, as necessary, to clients' site in the Washington DC Metropolitan area.

Responsibilities

  1. Analyzing business requirements and determining modern technical approaches using industry best practices.
  2. Designing and implementing data pipelines and repositories in Cloud (e.g. Azure, AWS) and on-premise environments.
  3. Building automation into the development, testing, and deployment processes.
  4. Designing logical and physical dimensional data models, including entities, attributes, and relationships.
  5. Optimizing data pipelines using multiple techniques (e.g. parallel extraction, appropriate asynchronous and synchronous transformations, and proper use of event handlers).
  6. Developing REST-based API services to provide customer access to data.
  7. Building integrations with various internal and external systems.
  8. Developing Power BI datasets and dataflows, including the use of Data Analysis Expressions (DAX) and Power Query Formula Language (M Query) to enable agency access to data models on Federal HR data.
  9. Optimizing the performance of Power BI datasets and dataflows.
  10. Engage resources and/or services as an IT subject matter expert and team leader.
  11. Perform analyses of client issues, interpret implications of design, and help to ensure that software design meets business needs.
  12. Advise on IT implementation problems using analysis, experience, and judgment.
  13. Implement business process reengineering, develop financial models, orchestrate change management principles, and conduct performance measurements.
  14. Serve in the role of project team leader over assigned support areas, and instruct, direct, and monitor the work of other IT staff and/or serve in the role of an experienced technical subject matter expert.
  15. Conduct analysis of work plan completeness, prepare status reports, and support quality control practices.
  16. Perform analysis of client issues, assess appropriate alternatives, and recommend solution(s) to be implemented.
  17. Communicate client expectations to the project team.
  18. Maintain technical knowledge within industry and service line.
  19. Manage teams providing all components of technology services, including but not limited to, advice, implementation, and the operation of services of people, process, and technology.

Required Experience

  1. Must have prior experience working on Federal projects. Candidates without Federal experience will not be considered.
  2. Bachelor's degree in computer science, software engineering, information technology, or related field with eight (8) years experience in field OR minimum 10 years of experience in a directly related field.
  3. To be considered, must have US citizenship and ability to, or already possesses, a national security clearance.
  4. Must have HR and PII experience to be considered.
  5. Experience creating data pipelines for high-volume production systems.
  6. Experience with data integration applications and languages (e.g. Microsoft SQL Server Integration Services (SSIS), Python, cloud-based low code solutions (e.g. Azure Data Factory)).
  7. Experience designing and developing various data structures (e.g. Star Schema, columnar, NoSQL).
  8. Demonstrated skills in planning, designing, developing, and managing organizational databases to ensure efficient data storage, access, and security.
  9. Extensive knowledge of and experience with system development and implementation, development of engagement work plans, and deployment of program criterion, and related activities.
  10. Skilled at implementing business process reengineering, developing financial models, orchestrating change management principles, and conducting performance measurements.
  11. Demonstrated abilities to monitor databases performance, scalability, and security and modification of procedures to optimize database designs.
  12. Possess comprehensive knowledge of database technologies and solid coding and computer system skills.
  13. History of ethical and value-based performance.
  14. Willing to work in a hybrid environment as described above.
