The City has an exciting opportunity for a Senior Water Resources Engineer to join the Pomona Water Resources team. The position, under general direction, will supervise, plan, and coordinate activities and operations of the assigned programs and projects in the Water Resources Engineering Division; coordinate assigned activities with other divisions, outside agencies, and the general public; and provide highly responsible and complex staff assistance to the Principal Water Resources Engineer.

The individual should be able to establish priorities and stay on schedule, consider new approaches for improving the department; and has the ability to research, analyze, and evaluate new water, wastewater, and stormwater design/construction methods, procedures, and techniques. Additionally, the individual should be familiar with local, regional, State, and Federal utility regulations and requirements.

Education and Experience

  • Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
  • Six years of responsible engineering experience including three years of project management, supervision, and water and wastewater engineering experience.

License or Certificate

  • A valid Class C driver's license is required at the time of application.
  • Possession of a Registered Civil Engineering (RCE) license in the State of California is required at the time of application.
  • Possession of a Grade III Water Distribution Operator Certificate is desirable.

Assist in coordinating the organization, staffing, and operational activities for the assigned Water Resources Engineering Division programs.

Assist in the development of strategic planning, attend regional meetings, and implement goals and objectives that will protect the City’s position in water resources activities.

Assist in the development and implementation of goals, objectives, policies, and priorities for the Engineering Division of Water Resources Department programs.

Analyze census, climatic, demographic, water supply data for planning and forecasting, and land development.

Assist in the protection and administration of the City’s water rights and resources; assist in the development and maintenance of accounting systems for water use and storage; represent the City on various water resource committees, as requested.

Ensure understanding of the Department’s water resource policy positions; represent those views in all forums, as necessary.

Assist in selecting, training, motivating, and evaluating assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.

Provide supervision for assigned programs and activities; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures.

Assist in the development and implementation of goals, objectives, policies, and priorities for the Engineering Section.

Respond to and resolve difficult inquiries and complaints.

Complete highly technical work involving hydraulic analysis, applications design, and database development utilizing geographic information systems (GIS) for water resources projects; prepare engineering plans and drawings; and prepare water resource planning.

Coordinate and review land development work with private sector developers, engineers, architects, contractors, and owners’ plans for conformance with the City standards, policies, and codes.

Provide engineering, construction contract management, and plan check assistance on City projects to ensure adherence to contract specifications.

Ensure the prompt review of various plans from a water resource and supply perspective; provide appropriate feedback and follow-up as appropriate.

Provide staff assistance to the City Engineer.

Assist in identifying opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements. Participate in the development and administration of the assigned budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.

Prepare various reports and studies such as Council reports, budgets, environmental reports, requests for proposals, requests for qualifications, progress reports, grant applications, PowerPoint presentations, graphs, charts, tables, memoranda, letters and other business correspondence.

Coordinate assigned services and activities with those of other divisions and outside agencies and organizations; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of utility engineering.

Perform related duties and responsibilities as assigned.

Exercises direct supervision over professional and technical staff and contractors.


SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment with some exposure to outdoors; ability to travel to different sites and locations; availability for on call, stand-by, and emergency call.
