Job Summary

Reviews business requirements; creates technical requirements; and develops/implements applications for user departments. Contributes to all aspects of web, cloud, and mobile application development through the entire Software Development Life Cycle (SDLC). Creates web-based application design, including high performance design, scalability, coding, caching, security, encryption, session, and data management. Develops web applications that interact with internal and external Application Programming Interfaces (APIs). Conducts unit and system level testing on applications. Conducts code reviews and creates architect documentation. Collaborates with Information Technology (IT) staff ensuring applications are thoroughly tested to meet Service Level Agreements (SLAs). Collaborates with internal and external clients, technology partners, and IT team members on IT product development initiatives in support of the bureau's mission and strategies. Works with management, project leaders and business analysts to ensure status reports accurately reflect the state of the project. The Full Stack Developer position is a high technical function in the Information Technology (IT) field.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree or higher-level degree is required.
  • Two (2) years of developing solutions, databases, and in front-end web technologies or directly related experience is required.

  • Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization.

Knowledge, Skills, Abilities And Other Characteristics

  • Knowledge in designing and building complete application front ends, backends, databases, APIs and servers.
  • Knowledge and expertise in a software stack used in application development.
  • Exhibits strong written and verbal communication skills.
  • Ability to conduct moderately complex requirement analyses, document moderately complex technical specifications, and code moderately complex technical system development.
  • Ability to work with team members and management in the design of moderately complex technical system applications.
  • Ability to prepare revisions or enhancements based on moderately complex knowledge and develop/maintain documents and user manuals.
  • Skill in the facilitation and documentation of application design sessions.
  • Skill rapidly mastering new software and operating in different platforms.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
