JOB SUMMARY OF A PROJECT ENGINEER I:
The Project Engineer, serving in a support role, is accountable for the delivery and completion of capital projects on time and within budget. The Project Engineer I represents Golden State Water Company through communications with City, County and other government agencies and other utilities.


JOB SUMMARY OF A PROJECT ENGINEER II:
The Project Engineer II, serving in a high level support role, and working independently on multiple projects, is accountable for the delivery and completion of capital projects on time and within budget. May be required to provide limited supervision and/or direction of support staff. May also report directly to the Capital Program Manager on specific projects. Represents GSWC through communications with City, County and other government agencies and other utilities.


ESSENTIAL DUTIES AND RESPONSIBILITIES OF A PROJECT ENGINEER I:

  1. Assists in the oversight of construction activities for assigned capital projects for Golden State Water Company.
  2. Coordinates internal and external resources towards the completion of assigned capital projects while balancing the needs of operations and customer service functions and schedules.
  3. Prepares and monitors and reports on project schedules and budgets and suggests corrective actions when needed.
  4. Monitors quality control and inspection activities on assigned projects and suggests corrective actions when required.
  5. Coordinates field changes with appropriate engineering staff.
  6. Prepares and presents to supervisor periodic reports on progress of assigned capital projects.
  7. Performs other duties as assigned by supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF A PROJECT ENGINEER II:

  1. Oversees construction of multiple capital projects for the regulated utilities of American States Water including Golden State Water.
  2. Works independently on smaller projects when required.
  3. Coordinates internal and external resources towards the completion of assigned capital projects while balancing the needs of operations and customer service functions and schedules.
  4. Prioritizes assigned capital projects within area of responsibility.
  5. Prepares and monitors and reports on project schedules and budgets and implements corrective actions when needed.
  6. Monitors quality control and inspection activities on assigned projects and implements corrective actions when required.
  7. Coordinates field changes with appropriate engineering staff.
  8. Prepares and presents to supervisor periodic reports on progress of assigned capital projects.

MINIMUM POSITION QUALIFICATIONS FOR A PROJECT ENGINEER I:

  1. Bachelor's degree in civil, mechanical, or environmental engineering OR Bachelor's degree in construction management or a closely related field.
  2. Knowledge of project management software (particularly MS Project) preferred.
  3. Experience with PowerPlan fixed assets software and JD Edwards accounting software packages a plus.
  4. Strong oral and written communication and analytical skills.

MINIMUM POSITION QUALIFICATIONS FOR A PROJECT ENGINEER II:

  1. Bachelor's degree in civil, mechanical, electrical or environmental engineering OR bachelor's degree in construction management or a closely related field.
  2. Registration as a Professional Engineer in the state the individual is assigned OR Project management certification by the Project Management Institute (PMI) or the American Academy of Project Management (AAPM) strongly preferred.
  3. Two years of construction management experience on public works or public utility projects.
  4. Knowledge of and experience using project management software (particularly MS Project) preferred.
  5. Experience with PowerPlan fixed assets software and JD Edwards accounting software package a plus.
  6. Strong oral and written communication and analytical skills.

TECHNICAL KNOWLEDGE AND COMPETENCY REQUIREMENTS:
Web Based Learning, Microsoft Word, Access, Excel, PowerPoint and other applicable software. Knowledge of: Principles and practices of project management, construction management, planning, and budgeting, safe work practices, plus knowledge of fire department and other local agency regulations as they pertain to the construction and installation of water supply and distribution projects. Ability to: Analyze data on project budgets and schedules and identify corrective actions; communicate clearly and concisely, orally and in writing; make effective, professional presentations; write and create technical publications; establish and maintain effective working relationships with peers, professional associates and with the general public.


Must be willing to travel as required by project needs. Travel can be up to one overnight stay per month and turnaround full-day trips, by car or by air, up to 2 days per month.

COMPENSATION INFORMATION:
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job-related factors.
