Overview : Reed Charters LLC is actively recruiting for a Facility Requirements Engineer to join our Defense Policy Review Initiative (DPRI) consultant team based in Honolulu, Hawaii. You will play a crucial role in supporting the identification of facility requirements, logistics management, and military construction (MILCON) coordination efforts for the Marine Corps.
Work Location : The Engineer will be located at our worksite in Honolulu, Hawaii. Occasional travel may be required (<10%).
Position Responsibilities include but are not limited to:
- Identify facility and personnel support requirements.
- Provide expert advice on personnel and unit relocation planning activities, including Table of Organization and Equipment Charge (T/O&ECR) coordination, force integration, and modernization.
- Analyze and apply space utilization/management principles for the development of Basic Facility Requirements (BFRs) and DD Form 1391s.
- Conduct comprehensive installation layout reviews and management studies using knowledge of Unified Facilities Criteria (UFC), economic principles, cost analysis, environmental assessments, and collaborate with Navy Facilities to ensure compliance with Marine Corps Orders and other DoD policies.
- Collaborate with multiple professional disciplines in the design and development and/or review of MILCON projects/proposals.
- Assist in organizing facility requirements planning, logistics management, and MILCON coordination efforts for the Marine Corps under the DPRI Program.
- Prepare project lists, projected execution years, estimated costs, and proposed priorities.
- Provide project facilities planning support and consultation on multi-disciplinary team design projects.
- Recommend cost-effective options to meet facilities requirements, including the renovation and conversion of existing facilities.
- Attend decision-making review boards and joint working groups as directed, maintaining close liaison with operating forces and installations.
- Assess impacts, recommend actions, and submit a wide variety of reports and findings related to facilities and MILCON issues.
- Provide assistance and support for ongoing active facility construction projects, including monitoring and coordination through completion.
- Offer project management support in all activation efforts required post-construction to ensure facility compliance with all requirements.
Qualifications and Experience We Require:
- Ability to obtain and maintain a DoD security clearance.
- At least ten (10) years of experience in planning, engineering design, construction, or construction project management.
- Bachelor’s degree in engineering or a related field.
- Licensed Engineer, AICP certified, registered architect, or similar credential.
- At least five (5) years of experience in applying Unified Facilities Criteria (UFC), Marine Corps Orders, or other Service equivalent, and DoD instructions in planning and construction efforts.
Desired Qualifications:
- Master’s Degree.
- LEED-AP Designated highly desired.
- PMI PMP Certified highly desired.
- Knowledge of the INDOPACOM AOR and USMC DPRI initiatives.
- Proficiency in SharePoint is highly desired.
