Job Summary
This position is located within the Office of the Chief Technology Officer (OCTO), in the Enterprise Data Program. OCTO's mission is to direct the strategy, deployment, and management of DC Government technology with an unwavering commitment to Information Technology (IT) excellence, efficiency, and value for government, residents, businesses, and visitors. The position functions as an Information Technology Specialist who serves as a lead data application developer responsible for designing, developing, and implementing software applications in support of the D.C. Geographic Information Systems (GIS), enterprise data integration, and open data programs. The developer will use practices and principles for modern application development to create applications, scripts, APIs, and visualizations for both internal use and public consumption.
Duties and Responsibilities
Develops new web applications using APIs and geospatial technologies such as Esri ArcGIS Online and ArcGIS Enterprise and desktop applications using ArcGIS Pro. Gathers requirements from end-users and agency customers to create project scope and level of effort for task level deliverables and serve as a subject matter expert to determine appropriate solutions. Works both collaboratively and individually to develop custom applications and integration application solutions with COTS software products. Modernizes legacy desktop and web applications utilizing modern coding frameworks, practices, and development methodologies. Enhances and maintains APIs to access enterprise datasets such as the Master Address Repository (MAR) and Vector Property Management (VPM). Creates applications with user-centric design processes. Identifies new development frameworks and application technologies to be used within OCTO. Gathers project requirements, both functional and technical, to share in developing project scope and timelines. Documents applications including codes with internal comments, APIs, system and flow diagrams, and other external documents. Provides application and server maintenance for vulnerabilities, operating systems, code frameworks, and others as required to comply with OCTO security requirements. Performs other related duties as assigned.
Qualifications and Education
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level, or its non-District equivalent, gained from public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is directly related to IT Specialist (Senior Developer) work. The applicant must possess extensive knowledge in API and application development; Databases (SQL Server and Oracle) and GIS concepts (intersections and coordinate systems) for COTS (Esri ArcGIS) and Open-Source APIs, tools, and location services.
