The starting salary range for this position is $25.31 - $29.11 depending on qualifications
Responsible technical work performing engineering drafting and/or civil engineering drafting and design of plans for construction and maintenance projects of the Public Works Department. Engineering CADD Technician II requires advanced level AutoCAD 3D Map and/or a combination of AutoCAD and G.I.S. experience and includes additional responsibilities as noted under the essential responsibilities of this position. Facilitates the development of public trust and confidence in the City.
This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.
ESSENTIAL DUTIES

  • Reviews and interprets drainage improvement design.
  • May be required to retrieve field data for design purposes.
  • Updates the City Infrastructure Map as necessary.
  • Reads and interprets engineering plans; legal descriptions; plats and right-of-way maps; profiles; topographic maps; as-built drawings.
  • Operates personal computer systems/programs to reduce and plot field survey information and to make and verify computations.
  • Maintains accurate and legible notes and files for assigned design projects.
  • Works with the Division Manger to establish and manage the CAD standards for layers, blocks, drawing naming and file distribution.
  • Makes recommendations of processes and procedures related to oversight and maintenance of the CAD Mapping System.
  • Acts as a liaison between Public Works and consulting engineering firms and/or construction firms related to the mapping of Public Works infrastructure.
  • Coordinates the inclusion of survey field data collected by other Public Works Department Divisions into the Public Works infrastructure maps.
  • Coordinates field inspections to verify and/or gather field data using land surveying methods and instrumentation to ensure the accuracy of the data.
  • Coordinates with Public Works staff for residential site plans approved for construction for the inclusion of the building footprints into Public Works infrastructure maps.
  • Utilization of GeoExpress software to create an Aerial mosaic file.
  • Write scripts using Feature Manipulation software for data translation from CAD to GIS.
  • Works with the Division Manger to establish a schema for a Public Works infrastructure GIS.
  • Collaborate with the Division Manger to establish and manage GIS Data, including but not limited to Feature data sets, feature classes, domains, subtypes, and symbology.
  • Utilization of ArcMap and Catalog for the development and maintenance of GIS data and maps.
  • Enters data containing technical terminology.
  • Researches and retrieves records. Conducts statistical comparisons of information.
  • Reads and interprets survey plats, topographic maps, construction layouts, record drawings, etc. and coordinates their inclusion into Public Works and Utility Department infrastructure maps.
  • Coordinate directly with the Utility Information Systems Division to manage common infrastructure assets and attribute data.
  • May assist and provide back-up to the Public Works Department Scada Network and System.
  • Works during emergency situations as required.
  • Other duties as may be assigned.
MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE
Graduation from an accredited high school or possession of an acceptable equivalency diploma supplemented by college-level course work in AutoCAD drafting and design required. Requires a combination of five (5) years' AutoCAD drafting and design experience or a combination of five (5) years AutoCAD drafting and design experience that includes at least one (1) year of G.I.S Data/ArcMap experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
  • Valid Florida driver's license and maintenance of clean driving record.
  • The Florida Stormwater, Erosion and Sedimentation Control Inspector Certification must be obtained within six (6) months of hire.
KNOWLEDGE, SKILLS & ABILITIES
  • Advanced knowledge of AutoCAD 3D Map Design Software.
  • Knowledge of Microsoft Excel Software.
  • Knowledge of Microsoft Office Software.
  • Knowledge of ArcMap and G.I.S. Software preferred.
  • Knowledge of City stormwater drainage system.
  • Knowledge of estimating, general reports, and swale upgrade installation.
  • Knowledge of the City and department's policies and procedures.
  • Knowledge of engineering and surveying computations and terminology.
  • Knowledge of general infrastructure construction specifications and design plans.
  • Knowledge of engineering practices and field survey techniques.
  • Knowledge of general construction specifications and blueprints.
  • Knowledge of mathematics through trigonometry with the ability to make moderately complex engineering computations accurately.
  • Skill in the use of the engineering transit level and GPS.
  • Advanced skills in the use of AutoCAD 3D Map and plotting equipment.
  • Skill in the utilization of ArcMap and G.I.S. Software preferred.
  • Ability to operate basic surveying instruments and perform calculations relative to land surveying.
  • Ability to address multiple demands and meet deadlines; adapt to interruptions, equipment failures, unusual demands, or changing priorities.
  • Ability to prepare written technical reports.
  • Ability to read and understand City maps.
