As an accredited public health department, we're seeking a highly qualified candidate for the position of Application Support Developer to join the Division of Information Technology in Atlanta, G.A.
As the incumbent in this role, you will be responsible for providing day-to-day support for a large, mission-critical healthcare application that processes sensitive patient data. This application is provided by a third-party vendor through a Software as a Service (SaaS) model. Your role will involve troubleshooting, monitoring, and optimizing application performance, as well as coordinating with the vendor to resolve issues and implement updates.
The ideal candidate will have a strong background supporting large applications with a large user base of 1,000 or more users. This background will include building interfaces, documenting application workflow and process flows, and some custom development.
This is a GRANT FUNDED position and is subject to available grant funds.
Job Responsibilities
  • Application Support: Provide technical support for the healthcare application, addressing user issues, troubleshooting problems, and ensuring optimal application performance.
  • Vendor Management: Act as the primary point of contact with the SaaS vendor, coordinating with them to resolve issues, deploy updates, escalating support tickets, and optimizing application performance.
  • Incident Management: Monitor application performance and system alerts, responding to incidents in a timely manner. Document and escalate issues as necessary.
  • User Support: Assist end-users with application-related issues, providing guidance, training, and documentation as needed.
  • Data Integrity: Ensure the integrity and security of patient data processed by the application, adhering to all relevant healthcare regulations and standards (e.g., HIPAA).
  • Configuration Management: Manage and maintain application configurations, including user roles, permissions, and workflow settings. Analyze events, documentation, requirements and needs to design and develop solutions to solve problems and/or meet organization's needs. Helps formulate scope and objectives. Utilizes critical analytical and problem-solving skills to arrive at recommendations and proposes solutions.
  • Testing and Validation: Support application updates and patches by conducting testing and validation to ensure continued functionality and compliance with healthcare regulations.
  • Documentation: Maintain accurate and up-to-date documentation of application configurations, support processes, and incident resolutions. Ability to design and assist in developing non- standard/custom reports as required
  • Continuous Improvement: Identify opportunities for improving application performance, user experience, and support processes. Recommend and implement enhancements. Work with user community in defining and documenting change requests, enhancements, corrections and application fixes as needed.
  • Collaboration: Work closely with the Application Development team, Public Health Districts, DPH Program staff and other stakeholders to ensure seamless integration and operation of the healthcare application within the broader IT ecosystem.

Minimum Qualifications
Bachelor's degree from an accredited college or university with coursework in computer science or management information systems.
PREFERRED QUALIFICATIONS:
Education: Bachelor's degree in Computer Science, Information Technology, or a related field.
Experience:
- 7+ years of experience in application support or a related IT role.
- Experience working with healthcare applications and understanding of healthcare data processing.
- Familiarity with SaaS solutions and vendor management.
Technical Skills:
- Proficient in SQL, application monitoring tools, and incident management systems.
- Understanding of healthcare regulations (e.g., HIPAA) and data security best practices.
- Strong technical experience working with HL7
- Strong analytical and problem-solving skills.
- Familiarity with tools and formats like XML / JSON
- Hands-on .NET Development/Web Services, Service Oriented Architecture, JavaScript / C#
- Experience with specific Electronic Health Records applications (e.g., Epic, Cerner, Allscripts).
- Experience with cloud-based platforms (e.g., AWS, Azure).
- Certifications in relevant technologies or healthcare IT (e.g., ITIL, CompTIA Healthcare IT).
Soft Skills:
- Excellent communication skills, both written and verbal.
- Ability to work independently and as part of a team.
- Strong organizational skills and attention to detail.
- Ability to manage multiple tasks and prioritize effectively.
