Overview:

Element has an opportunity for a Senior Program Engineer to join our rapidly expanding team in San Bernardino. As a member of the Operations Team, the Senior Program Engineer performs routine and non-routine testing assignments and ensures timely and accurate test results are provided to customers. This role will support standardizing processes to increase efficiency within the department and utilize the same tools across the department. The Senior Program Engineer will work closely with the Program Manager and General Manager to review quotes, project schedules, and testing capabilities to maximize overall site testing capacity. Must be proficient in a number of core business and technical skills including compliance with established safety rules, code of conduct, and company policies and procedures.

Responsibilities:

  1. Provide technical and administrative management to engineering staff and assure that the schedule and budget goals for the department are achieved.
  2. Manage and guide the activities of the engineering function. Plan engineering projects and oversee that they are running efficiently.
  3. Act as liaison between team and upper management.
  4. Work closely with Applications Engineers when quoting new opportunities.
  5. Assess the feasibility of potential projects and determine necessary resources.
  6. Support in generating, managing, and scheduling appropriate milestones for each project.
  7. Assign projects to the engineering department based on knowledge and capacity.
  8. Drive cross training within the engineering department to increase flexibility of project assignments.
  9. Evaluate results of tests to ensure technical objectives are met.
  10. Identify and develop process improvement opportunities and engage the team to implement them.
  11. Develop a structured engineering process to standardize project management.
  12. Ensure proper documentation, such as test specifications and procedures, is provided to the appropriate functional area.
  13. Work with site management to set priorities for all open projects.
  14. Engage with customers to win new work.
  15. May work with department staff to run certain tests, particularly if they are complex in nature.
  16. Other duties as assigned.

Skills / Qualifications:
  1. Critical and analytical thinking for evaluating information carefully and solving complex problems.
  2. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.
  3. Advanced understanding of Engineering principles.
  4. Previous exposure to fluids testing, including high- and low-pressure flows.
  5. Cryogenics experience.
  6. Thermal shock testing exposure and life cycling.
  7. Expert understanding of data interpretation and troubleshooting.
  8. Ability to effectively communicate instructions while leading teams to meet their goals.
  9. Detail-oriented for understanding complex systems.
  10. Some travel may be required.
  11. Continuous Improvement Methodologies.

EDUCATION AND EXPERIENCE:
  1. Bachelor’s degree in engineering or physics, or equivalent engineering discipline. Master’s degree in mechanical/aerospace or related discipline is a plus.
  2. 3-5 years of experience in fluids and/or physics applications and testing.
  3. Aerospace/Space industry exposure.
  4. Six Sigma or Lean Six Sigma certifications is a plus.
