Position Description
We are seeking an experienced Software Engineer to join our team at the City of Minneapolis. In this role, the candidate will be responsible for development, implementation, debugging and testing custom applications as well as integrations with third party systems. This person should be able to demonstrate a strong understanding of programming and software application development in C# and Microsoft technologies.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
Job Duties And Responsibilities
Design and develop .NET software integration components to third party systems with City Enterprise systems.Ongoing feature development, maintain and support existing custom .NET applications and interfaces and services, identity and resolve issues when they arrive.Work closely with cross-functional teams, including project managers, analysts, and other engineers, to deliver high-quality software solutions.Be the technical resource on large system implementations, identifying, mobilizing, and collaborating with a range of people to execute on the implementation.Review Requests for Proposals with project team to find the best fit for customer.Troubleshoot system issues, integrate updated components, and manage software changes.Package software applications releases for deployment into existing infrastructure environments (Testing, Quality Assurance, and Production).Create and maintain technical documentation, including design specifications, related to existing applications and new developed integrations.
Required Qualifications
Minimum Education
Bachelor's Degree in Computer Science, Software Engineering or equivalent
Minimum Experience
6 years or more of professional experience as a software architect, consultant, or equivalent role within or interacting with an IT organization, which includes 2 years professional experience writing/and or responding to formal proposals (such as RFP's, RFI's, RFQ's) in a technical capacity
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Union Representation
This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA).
Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills And Abilities
Proven experience in software development and proficiency in .NET language.GIS concepts and knowledge + GIS applications development experience using ESRI suite of products is a plus.Familiarity with REST services and ASP.NET Web APIAbility to manage multiple projects concurrently.Knowledge of software process management, development life cycle methodologies, software quality assurance standards, software architecture and design principles.Excellent communication and interpersonal skills.Familiarity with databases, networking, and cloud technologies.Problem-solving and troubleshooting skills.Self-motivated, ability to work well both independently and within a team environment.Strong analytical, decision-making skills and attention to detail.A passion for technology and a desire to stay up to date with the latest advancements in the IT landscape.
