As one of the fastest growing Counties in the state, it is no secret that Carver County is a great place to live, work, and play. Carver County is seeking an Engineering Manager to join our Public Works team!

The Engineering Manager directs, coordinates and manages the program delivery functions of the division, and performs related duties as assigned. The Engineering Manager is responsible for:

  1. Managing and directing the program delivery of the Road and Bridge Capital Improvement Program.
  2. Providing professional and complex highway engineering design and analysis in the development of highway construction plans which will include:
    1. Assisting, training, advising, guiding, and supervising engineers and engineering technicians in highway design, engineering principles, practices and procedures.
    2. Determining data collection needs, geometrics, pavement design.
    3. Hydrologic and hydraulic design.
    4. Interpreting state and federal regulations.
    5. Preparation of environmental permits and reports.
    6. Determining right-of-way and highway easement needs.
  3. Supervising the preparation of project bid documentation, including proposals, project plans and specifications, engineer's estimate, and special provisions.
  4. Providing assistance to maintenance projects such as crack filling and seal coating.
  5. Representing the County at meetings and on committees involving the public and officials of federal, state, and local government agencies.
  6. Overseeing and leading multiple project management teams with diverse backgrounds, while striving to meet county strategic goals.

This is a hybrid position with flexible remote and in-office schedule options. The hiring range for this position is $107,203.20 - $128,648.00 .

Additional Responsibilities include:

  1. Supervising, directing and managing program delivery functions to Carver County standards.
  2. Collaborating with the Assistant Public Works Director/Deputy County Engineer in administering the Road and Bridge Capital Improvement Program.
  3. Preparing budgets for various projects, from an annual and long-range perspective.
  4. Preparing a long-range construction plan, for a minimum of five years.
  5. Providing professional and complex engineering elements to satisfy accepted engineering principles, regulatory constraints, County financial limits, and public participation needs.
  6. Supervising the annual inspections of all County, city and township bridges.
  7. Advising and providing assistance to Townships and Cities on road and bridge construction projects.
  8. Providing assistance, training, advice, and guidance to engineers, civil technicians, and related staff.
  9. Developing and implementing Organization Process Assets for effective project management.
  10. Participating in consultant selection and reviewing consultant plans.
  11. Performing and reviewing complex professional engineering calculations and designs for County infrastructure improvements.
  12. Determining project hydrology and designing hydraulic conveyance and water quality systems.
  13. Communicating, monitoring and ensuring data collection needs for complete analysis during design.
  14. Reviewing and preparing construction plan documents, project cost estimates, and special provisions.
  15. Reviewing, preparing, and acquiring all regulatory permits and approvals required for project initiation.
  16. Coordinating right-of-way needs for projects or long-range planning efforts.
  17. Providing technical and professional support to field construction change requests.
  18. Participating in the public project involvement process; attending public and landowner meetings.
  19. Representing Public Works in relations with the county board, other government and permitting agencies, utility companies, businesses, citizen groups, or individuals.
  20. Working with the Public Works Division Director to build and maintain a teamwork environment.
